У день голосування у другому турі місцевих виборів в Україні поліція зареєструвала 407 повідомлень, пов’язаних із порушеннями виборчого процесу. Про це повідомили у Національній поліції України.
«Загалом розпочато 11 кримінальних проваджень та складено 10 адміністративних протоколів», – зазначили правоохоронці.
Найбільше порушень зареєстровано у Дніпропетровській – 206, Львівській – 46, Полтавській – 41, Рівненській – 34, Миколаївській – 26, Донецькій – 15, Запорізькій – 14, Закарпатській – 12, Черкаській – 11 та два Кіровоградській областях.
«Здебільшого події стосувалися фотографування виборчого бюлетеня або виборчої документації – 177, незаконної агітації – 36, підкупу виборців – 20, конфлікту – 13, знищення або псування бюлетеня або іншої виборчої документації – 12, фальсифікації виборчих документів – вісім, незаконного опитування – чотири, конфліктів між членами ТВК (ДВК) – три, спроби або винесення виборчого бюлетеня – три», – мовиться у повідомленні.
Загалом другий тур місцевих виборів відбувся сьогодні в 11 містах України.

The protests have led to more than 7,500 arrests and police violence against demonstrators. Street protests regained momentum after a 31-year-old anti-government demonstrator died earlier this month. Activists say he was severely beaten by security forces during a rally. Lukashenko has been in power 26 years and is refusing calls to step down. Lukashenko maintains he won the election in a landslide — garnering 80% of all ballots — despite widespread claims at home and abroad that the vote was heavily rigged to keep him in power.

Держдепартамент США підтвердив цей крок, зазначивши, що з моменту повідомлення про майбутній вихід минули шість місяців, і заявивши, що «вихід США набрав чинності 22 листопада 2020 року, і Сполучені Штати більше не є державою-учасницею Договору про Відкрите небо».
Рада національної безпеки США підтвердила цей висновок і додала, що «Росія грубо порушувала [договір] протягом багатьох років».
Влада США оголосила 21 травня про вихід із угоди про «відкрите небо», в якому беруть участь 35 країн. Водночас президент США Дональд Трамп заявляв про готовність укласти нову угоду.
МЗС Росії засудив рішення США. «Вашингтон зробив свій хід. Ні європейська безпека, ні безпека Сполучених Штатів і самих їх союзників від цього не виграли. Угода про «відкрите небо» почала діяти у 2002 році. Її підписали 34 країни, включно з Росією. Вона покликана підняти рівень міжнародної стабільності шляхом дозволу країнам-підписантам здійснювати розвідувальні польоти над своїми територіями.
Протягом останніх років спостерігачі США звинувачували Росію у зловживанні своїми правами: здійсненні спостережень із більш просунутим інструментарієм і не лише в рамках визначених маршрутів.

На Далекому Сході Росії внаслідок потужного крижаного шторму без тепла, електрики та води лишилися понад 150 тисяч людей.
Як заявили у міністерстві з надзвичайних ситуацій Росії заявили, що внаслідок шторму найбільше постраждав Владивосток, де розташовано Тихоокеанський флот Росії. В області оголосили надзвичайний стан.
На фотографіях і відео зафіксовані десятки завалених ліній електропередач і стовпів, а також жителі міста, які вишиковуються у черги до переносних польових кухонь, щоб отримати гарячу їжу, питну воду і газ для приготування їжі.
Керівництво області заявило, що станом на 22 листопада близько 60 000 жителів Владивостока – приблизно одна десята населення міста – залишалися без електрики за температури нижче нуля.

Російський ієрарх назвав покійного сербського патріарха «великим другом РПЦ» і додав, що Іриней кілька разів перебував «в першопрестольній Москві, в місті святого Петра, в центрі хрещення Києві та в столиці Білорусі Мінську». Він не уточнив, де розташований Київ та хто там був охрещений. Митрополит Іларіон наголосив, що покійний патріарх Іриней «не раз безстрашно й прямо виступав на підтримку переслідуваного канонічного права в України».
На думку оглядачів, представник московського патріарха на похороні в Белграді такими словами зневажив мільйони українців, що належать до Православної церкви України.
Митрополит ПЦУ Епіфаній надіслав телеграму співчуття СПЦ з приводу смерті патріарха Іринея.
Представники інших православних церков не виступали на похороні.
Сербський патріарх захворів одразу після повернення зі столиці Чорногорії Подгориці, де очолював похоронну церемонію за митрополитом Амфілохієм, главою СПЦ в Чорногорії, котрий також помер через COVID -19.

France’s Foreign Ministry has demanded Pakistan authorities withdraw comments made by one of its ministers that President Emmanuel Macon was treating Muslims like Nazis had treated Jews in World War II. The comments posted on Twitter by Pakistan’s Federal Minister for Human Rights Shireen Mazari on Saturday came as part of a clash between Pakistan and France over the publication of images of the Prophet Mohammad by a French magazine. The images have sparked anger and protests in the Muslim world, especially in Pakistan. “Macron is doing to Muslims what the Nazis did to the Jews — Muslim children will get ID numbers [other children won’t] just as Jews were forced to wear the yellow star on their clothing for identification,” Mazari said in a tweet linking to an online article. The United Nations’ refugee agency is urging Greece to stamp out migrant abuse and investigate multiple accusations of pushbacks at the country’s sea and land borders with neighboring Turkey.The UNHCR statement issued late Thursday echoes portions of a report published hours earlier by the Council of Europe’s Committee for the Prevention of Torture (CPT). The CPT report says Greece engaged in repeatedly pushing back migrants and encouraged similar actions by European forces deployed along its porous frontiers as part of a concerted effort to crack down on illegal migration.Forcing migrants to turn around is a serious breach of international law, violating asylum-seekers’ right to safe passage and protection.Croatia, France, Spain and Italy — all of which face similar migration challenges — also have been accused of engaging in unlawful, sometimes violent pushbacks.Earlier this week the EU Observer published emails from the EU border agency commonly known as Frontex citing an October incident in which Danish coast guard officers assisting Greek authorities refused orders to force migrants and asylum-seekers onto a small boat bound for Turkey.Frontex chief Fabrice Leggeri last month called the incident a “misunderstanding,” describing it as an “isolated incident” during questioning by European lawmakers.Details of the published emails, however, show that a Danish coast guard crew based in the Aegean Sea rejected the pushback order despite alleged recommendations by Greek authorities. Skeletal remains of what are believed to have been a rich man and his male slave attempting to escape death from the eruption of Mount Vesuvius nearly 2,000 years ago have been discovered in Pompeii, officials at the archaeological park in Italy said Saturday.Parts of the skulls and bones of the two men were found during excavation of the ruins from what was once an elegant villa with a panoramic view of the Mediterranean Sea on the outskirts of the ancient Roman city destroyed by the volcano eruption in 79 A.D. It’s the same area where a stable with the remains of three harnessed horses were excavated in 2017.Pompeii officials said the men apparently escaped the initial fall of ash from Mount Vesuvius then succumbed to a powerful volcanic blast that took place the next morning. The later blast “apparently invaded the area from many points, surrounding and burying the victims in ash,” Pompeii officials said in a statement.The remains of the two victims, lying next to each other on their backs, were found in a layer of gray ash at least 2 meters deep, they said.As has been done when other remains have been discovered at the Pompeii site, archaeologists poured liquid chalk into the cavities, or void, left by the decaying bodies in the ash and pumice that rained down from the volcano near modern-day Naples and demolished the upper levels of the villa.The technique, pioneered in the 1800s, gives the image not only of the shape and position of the victims in the throes of death, but makes the remains “seem like statues,” said Massimo Osanna, an archaeologist who is director general of the archaeological park operated under the jurisdiction of the Italian Culture Ministry.Judging by cranial bones and teeth, one of the men was young, likely aged 18 to 25, with a spinal column with compressed discs. That finding led archaeologists to hypothesize that he was a young man who did manual labor, like that of a slave.The other man had a robust bone structure, especially in his chest area, and died with his hands on his chest and his legs bent and spread apart. He was estimated to have been 30 to 40 years old, Pompeii officials said. Fragments of white paint were found near the man’s face, probably remnants of a collapsed upper wall, the officials said.Both skeletons were found in a side room along an underground corridor, or passageway, known in ancient Roman times as a cryptoporticus, which led to the upper level of the villa.“The victims were probably looking for shelter in the cryptoporticus, in this underground space, where they thought they were better protected,” said Osanna.Instead, on the morning of Oct. 25, 79 A.D., a “blazing cloud (of volcanic material) arrived in Pompeii and… killed anyone it encountered on its way,” Osanna said.Based on the impression of fabric folds left in the ash layer, it appeared the younger man was wearing a short, pleated tunic, possibly of wool. The older victim, in addition to wearing a tunic, appeared to have had a mantle over his left shoulder.Mount Vesuvius remans an active volcano. While excavations continue at the site near Naples, tourists are currently barred from the archaeological park under national anti-COVID-19 measures.

Антон повідомив Радіо Свобода, що його акція мала на меті звернути увагу президента України Володимира Зеленського на беззаконня, яке панує в Білорусі, і попросити його спростити процедуру перебування білоруських громадян в Україні. Тепер білоруси можуть перебувати в Україні 90 днів упродовж шести місяців без реєстрації з можливим продовженням терміну перебування, якщо для цього є підстави.
Антон розповів, що займався комп’ютерною графікою в Білорусі і був змушений виїхати під загрозою можливого кримінального переслідування, оскільки були оприлюднені його персональні дані: він співпрацював з одним із заборонених у Білорусі телеграм-каналів. Зараз він звернувся до польського консульства в Україні щодо отримання гуманітарної візи.
Антон хотів телефоном поговорити з Володимиром Зеленським про порушення прав людини в Білорусі. Але така розмова не відбулася.

Brisard said El Khazzani was a member of the Islamic State and trained in its camps, where he learned how to shoot to stage an attack in Europe.Thanks to the bravery of a few passengers, including three young Americans backpacking through Europe that summer, the gunman was tackled and subdued. They are now back in France to testify at the trial against El Khazzani and his alleged accomplices.’I do not feel like a hero’Five years after saving many lives, Aleksander Skarlatos said he still does not consider himself as a hero. He instead credited his friend and co-passenger Spencer Stone, who helped subdue the assailant.“I do not feel like a hero because we were just doing what we had to to survive,” he said. “I think Spencer is probably a hero because he was the first one to get [to the attacker]. We only got involved because Spencer needed our help.”Since 2015, Europe has been hit by many terrorist attacks. «Сім років тому українці зібралися на Майдані з вимогами до свого уряду почути їхній голос і продовжити євроатлантичну інтеграцію України. Ці дії громадян вивели Україну на шлях реформ, на якому було зроблено нелегкий поступ вперед. Нові інституції, спрямовані на зменшення корупції, поглиблення партнерських відносин із НАТО і ЄС, стабільніші банківська і енергетична галузі та активне залучення громадянського суспільства були б неможливими без Євромайдану», – заявила вона.
При цьому американська дипломатка наголосила: «Потрібно ще чимало зробити, щоб здійснити прагнення Революції гідності. Головним серед таких зусиль є зміцнення інституцій, які борються з корумпованими впливовими колами, що підкуповують суддів, купують народних депутатів і загрожують журналістам та громадянському суспільству. Доти, поки від цих осіб, які піклуються лише про власні інтереси, не вимагатимуть дотримання тих самих правил, що й від звичайних громадян, мрії Євромайдану не здійсняться».

Нинішній президент Володимир Зеленський і його партія «Слуга народу» прийшли до влади на хвилі низки заяв, серед яких були обіцянки посилити боротьбу з корупцією, в недостатності якої вони звинувачували попередню владу. Тим часом нині на Заході стривожені здійсненим натомість в Україні значним відступом від принципів боротьби з корупцією, починаючи з найвищого рівня, коли Конституційний суд скасував низку антикорупційних кроків, як також масовим кумівством серед нової влади, з чим вона теж обіцяла було боротися, тощо.

У День гідності активісти влаштували автопробіг до лікарні «Феофанія» Державного управління справами на околиці Києва, де, як стверджують, перебуває президент України Володимир Зеленський, який уже десять днів лікується там від легкої форми COVID-19, – щоб протестувати проти дій його влади.
Близько сотні авто приїхали до Феофанії. Деякі активісти привезли з собою шматки асфальту, які назвали «таблетками», повідомляє кореспондент Радіо Свобода. Таким чином вони натякали на вилучення зі спецфонду, призначеного для фінансування боротьби з COVID-19, значних коштів, які були нецільовим чином витрачені під приводом ремонту доріг.

Вони вимагали від президента вирішення конституційної кризи, нагадали про політичних в’язнів – дитячого кардіохірурга і волонтера Юлію Кузьменко, військовослужбовця ССО Андрія Антоненка і військову медсестру Яну Дугарь, питання політичних репресій, роботи Тристоронньої контактної групи щодо врегулювання на окупованій частині Донбасу.
Наприкінці акції учасники засипали банер із написом «Зе» холодним асфальтом і запалили фальшфеєри.
Про те, що Зеленський лікується від COVID-19 у легкій формі в клінічній лікарні «Феофанія», яка вважається «елітною» серед державних лікарень і в якій часто лікуються чільні посадовці, стало відомо 12 листопада. Разом із ним із таким самим діагнозом там же, за повідомленнями, перебуває і голова президентського офісу Андрій Єрмак. Журналістське розслідування, про яке днями повідомляв телеканал «Прямий», припускає, що насправді Зеленського там постійно немає і він лише іноді наїздить туди.

Урядова делегація Росії після відвідин Вірменії прибула до Азербайджану для переговорів із лідерами обох країн щодо Нагірного Карабаху.
Під час зустрічі в Баку президент Азербайджану Ільгам Алієв вихваляв роль президента Росії Володимира Путіна в досягненні домовленості з Вірменією про припинення вогню в війні за Нагірний Карабах.
За словами Алієва, успішне втілення домовленості ґрунтується значною мірою на тому, що її підписав Путін.
Зі свого боку, міністр закордонних справ Росії Сергій Лавров високо оцінив підтримку Азербайджаном спільної заяви Баку, Єревану і Москви, в якій була викладена ця мирна домовленість.
Він додав, що Росія сподівається на участь у розв’язанні багатьох питань, які виникають у зв’язку з домовленістю, так званої Мінської групи ОБСЄ, яка багато років домагалася владнання нагірно-карабаського конфлікту і співголовами якої є Росія, США і Франція.
Раніше 21 листопада в Вірменії Сергій Лавров і міністр оборони Росії Сергій Шойгу зустрілися в Єревані з прем’єр-міністром Ніколом Пашиняном. Як повідомили про цю зустріч в апараті вірменського прем’єра, він заявив, що вірмени «завжди відчували підтримку Росії» в перебігу протистояння навколо Нагірного Карабаху, зокрема персональну підтримку Володимира Путіна і уряду Росії.
Шойгу сказав Пашинянові, що російські миротворці, введені в рештки Нагірного Карабаху, що наразі лишаються поза контролем Баку, вже перекривають майже всю цю територію. За його словами, встановлені 23 спостережні пости, росіяни також наглядають за дорогою, що пов’язує регіон із Вірменією крізь повернені під контроль Баку території Азербайджану.
Він також додав, що російські миротворці «забезпечують повернення біженців» і мають на меті «не допустити кровопролиття».
За домовленістю, укладеною за посередництва Росії в ніч на 10 листопада, вірмени мають повернути під контроль Баку всі території, які не належали до колишньої Нагірно-Карабаської автономної області Азербайджану і були ними захоплені під час війни першої половини 1990-х років. При цьому під контролем Баку також лишаються й ті частини колишньої НКАО, які вони взяли в перебігу нинішньої війни, серед того й стратегічно й культурно важливе для Азербайджану місто Шуша, яке вірмени називали Шущі. При цьому російські миротворці будуть контролювати п’ятикілометрову завширшки смугу вздовж дороги, що пов’язує Нагірний Карабах із Вірменією, так званий Лачинський коридор. Натомість Вірменія має відкрити для Азербайджану транспортний коридор по своїй території до його ексклаву Нахічевані, таким чином через Нахічевань забезпечивши наземний коридор між основною частиною Азербайджану і Туреччиною.
