Чехія прийняла на лікування 43 потерпілих у ході протестів з Білорусі

Станом на зараз Чехія надала допомогу 10 білорусам, постраджалим під час протестів проти режиму Олександра Лукашенка. Про це повідомило видання ČTK Česke Noviny на основі даних Міністерства внутрішніх справ Чехії.

10 жовтня чеське МВС заявило, що ці громадяни Білорусі постраждали від рук співробітників сил безпеки, деякі з них досі мають сліди тортур. Майже всім потрібна психологічна допомога.

«Ми розраховуємо, що загалом приїде близько 50 пацієнтів. Зараз наймолодшому з них 15 років, найстаршому – 56 років », – повідомили у міністерстві.

За словами міністра внутрішніх справ Яна Гамачека, травми постраждалих виявилися більшими, ніж очікувалося.

«Це вогнепальні поранення, численні переломи тіла, травми очей і вух після вибуху гранати, а у деяких людей навіть є сліди тортур», – сказав Гамачек.

Витрати на лікування, в тому числі транспорт, покрило Міністерство внутрішніх справ Чехії.

Пацієнтів відбирала спеціальна гуманітарна рада, до складу якої входили представники білоруської діаспори в Чехії. Білорусів перевозили до Чехії індивідуально повітряним або наземним транспортом.

Парламент Киргизстану, де тривають протести, обрав нового прем’єра

Жогорку Кенеш, парламент Киргизстану, на позачерговому засіданні 10 жовтня обрав на посаду прем’єр-міністра Садира Жапарова, передає киргизька служба Радіо Свобода. За словами першого віцеспікера парламенту Мірлана Бакірова, який головував на засіданні, його кандидатуру депутати схвалили одноголосно.

Своїми голосами парламентарі підтримали програму, склад та структуру нового кабінету міністрів.

Жапаров став єдиним кандидатом на посаду прем’єр-міністра. Він повідомив, що в зв’язку з поточною ситуацією в країні склад уряду лишається без змін. Також прем’єр розповів, що відмовився від ідеї націоналізації кар’єру Кумтор.

«Націоналізувати треба було вісім років тому, а зараз сенсу немає, зараз там золота не лишилося», – пояснив він.

10 жовтня спікер парламенту Миктибек Абдилбаєв заявив, що складає повноваження. Акції протесту в Бішкеку не припиняються із 5 жовтня. У ніч на 6 жовтня мітинг прихильників партій, незадоволених підсумками голосуваннях на виборах 4 жовтня, переріс у сутички з правоохоронними органами. Заворушення призвели до захоплення будівель влади.

 

9 жовтня на площі «Ала-Тоо» був зірваний мітинг громадських активістів і прихильників руху «Акирки Умут», куди входять колишній президент Алмазбек Атамбаєв, Омурбек Бабанов і інші політики. Після сутичок п’ять людей були госпіталізовані. Двоє з них, за даними міліції, зазнали вогнепальних поранень.

За фактом події правоохоронні органи порушили справу за статтею 264 ( «Масові заворушення») Кримінального кодексу Киргизької Республіки.

На суботу в Киргизії були консультації членів парламенту і можливе голосування щодо нового складу уряду.

Активіст Софяник повідомив, що його дружині та дітям вдалося виїхати з Криму

Проукраїнський активіст з Севастополя Олег Софяник повідомив, що його дружині з дітьми вдалося виїхати з анексованого Криму. Зараз вони перебувають на материковій частині України. Про це Софяник розповів кореспонденту проєкту Радіо Свобода Крим.Реалії.

Активіст розповів, що після його вимушеного переїзду з Криму, його дружина Анжеліка перебувала «у великій небезпеці».

«На неї сильний тиск чинили російські силовики, ФСБ. Її викликали в ФСБ, в поліцію. Питали, де я, чим займаюся, де живу, а потім вони намагалися сфабрикувати кримінальну справу проти подружжя, нібито за крадіжку 100 тисяч рублів у родича. 3 червня в будинку був багатогодинний обшук. Її викликали на допит, вона пройшла поліграфію. Причому всі питання були не з приводу крадіжки, а з приводу мене», – розповів Софяник.

 

За його словами, дружина двічі намагалася залишити Крим, але з різних причин їй відмовляли. Цього разу їй вдалося виїхати з півострова. Софяник пов’язує це з суспільним резонансом.

Сам він зміг залишити Крим тільки з третьої спроби: у квітні 2020 року його двічі не випустили з півострова з надуманих причин, а в червні випустили, пояснивши, що його повернення «небажане».

Вірменія та Азербайджан обмінялися звинуваченнями в порушенні перемир’я

Влада Азербайджану заявляє, що вірменські військовослужбовці спробували атакувати на двох напрямках після початку дії договору про перемир’я. Про це йдеться в повідомленні Міністерства оборони країни 10 жовтня.

«Попри угоду про оголошення режиму припинення вогню о 12.00, вірменська армія здійснила спробу атакувати в Агдара-Тертерському та Фізулі-Джабраїльському напрямках. У той же час низка наших населених пунктів перебуває під артилерійським обстрілом збройних сил Вірменії. Територія Тертерського і Агдамського районів обстрілюють противником », – йдеться в заяві відомства.

Натомість, як передає видання «Кавказький вузол», Вірменія звинуватила Азербайджан в обстрілах населеного пункту Гадрут та наступ на південному напрямку фронту.

«Військові сили Азербайджану тримають під вогнем місто Гадрук», – повідомив єдиний інформаційний центр Вірменії у фейсбуці.

Вночі проти 10 жовтня міністр закордонних справ Росії Сергій Лавров заявив, що Вірменія і Азербайджан за підсумками переговорів в Москві домовилися про тимчасове припинення вогню в зоні конфлікту в самопроголошеній республіці Нагірний Карабах.

Нагірний Карабах, а також сім прилеглих районів Азербайджану до відновлення 27 вересня масштабних бойових дій контролювалися етнічними вірменами, які проголосили на території колишньої Нагірно-Карабаської автономної області «Республіку Арцах», яку не визнала жодна країна світу. Азербайджан не має влади приблизно над 20% своєї міжнародно визнаної території.

 

Конфлікт розпочався ще в останні роки існування Радянського Союзу, коли в населеному переважно етнічними вірменами Нагірному Карабасі відбулися масові мітинги з вимогою передати автономну область зі складу Азербайджанської РСР до складу Вірменської РСР. Баку не погодився на це. Після війни 1992­–1994 років на території Нагірного Карабаху не залишилося азербайджанців.

Chinese 5G Not Living Up to Its Hype

Mounted on rooftops, utility poles and streetlights throughout China since last year are hundreds of thousands of high-tech wireless towers for 5G, a powerful sign of the country’s ambition to lead in new technology. Yet many of them are operational for only half the day.China Unicom, one of three telecommunication operators, announced in August that its Luoyang branch in Henan province would automatically switch its 5G transmitter stations to sleep mode from 9 p.m. to 9 a.m. because there were few people using them. The other two carriers quickly followed suit and since then have rolled out the same policies in other cities across the country.”Shutting down base stations is not a manual shutdown, but an automatic adjustment made at a certain time,” Wang Xiaochu, chairman of China Unicom, said at the company’s midyear earnings conference.5G is one of the biggest technology investments in China’s recent history. Touted as the next big leap forward in digital communication, the 5th generation mobile network technology is supposed to change the world and spur a new digital revolution.China officially launched its commercial 5G networks in September 2019 with the promise of delivering unprecedented digital speed to support new applications from autonomous driving to virtual surgery. More than a year later, the biggest 5G market is now facing widespread complaints about network speed and skyrocketing costs of deployments.Signals are hitting wallsTo handle more data at higher speeds, 5G uses higher frequencies than current networks. However, the signals travel shorter distances and encounter more interference.”5G uses ultra-high frequency signals, which are about two to three times higher than the existing 4G signal frequency, so the signal coverage will be limited,” Wang Xiaofei, a communication expert at Tianjin University told Xinhua, the official state-run press agency, last year as the country’s state telecoms started to make 5G networks available to the public.Wang said since the coverage radius of its base station is only about 100 meters to 300 meters, China must build a station every 200 to 300 meters in urban areas. Because the penetration of 5G signals is so weak, even indoor stations will have to be built in densely distributed office buildings, residential areas, and commercial districts.And to reach the same coverage that 4G currently has, the carriers eventually need to install as many as 10 million stations across the country, according to a report by Xinhua.”For the next three years starting this year, 1 million 5G base stations may need to be built every year,” Xiang Ligang, director-general of the Information Consumption Alliance, a telecom industry association, told the state media last year.In the first half of this year, China only built 257,000 new 5G base stations. The total number of the stations installed across China so far was only about 410,000 by the end of June, according to the Ministry of Industry and Information Technology (MIIT).Big costs, small benefits?The cost of the energy needed to power 5G has proved to be one of the biggest headaches for Chinese telecommunication companies.”The 5G base station equipment consumes about three times more energy than 4G because of the way the technology works,” Soumya Sen, associate professor of information and decision sciences at the University of Minnesota, told VOA in an email.  “5G uses multiple antennas to make use of reflected signals from buildings to provide gains in channel robustness and throughput.”If 5G is to reach the same level of coverage as 4G networks, the base station’s annual electricity bill will approach $29 billion, according to a report by the China Post and Telecommunications News, a media outlet directly under MIIT. That amount represents about 10 times the 2019 profit of China Telecom, one of the three state-owned telecommunication companies in China.In the early days, there were efforts to make 5G more power-efficient than its predecessors, but the ambitions were quickly dashed as realities settled in.Two months after the official rollout of 5G services, a top executive from a Chinese carrier admitted that operators had made little progress in reducing 5G power consumption and cost. Speaking at a GSMA (Groupe Speciale Mobile Association) seminar in Beijing last week, Li Zhengmao, executive vice president of China Mobile called on the government to subsidize electricity costs for telecoms.”This might require government to support extended periods for subsidized monthly fees or subsidized handsets at the B2C [business to consumer] level, or tax breaks and other incentives,” said Ross Feingold, a lawyer and political risk analyst.The total investment could top $220 billion in the next few years, said Li Yizhong, former minister of Industry and Information Technology early this year during a forum.Another former official warned in a recent speech that China’s 5G push could become a failed investment.”The existing 5G technology is very immature, hundreds of billions of investment have been deployed, and the operating cost is extremely high, no application scenarios can be found, and it is difficult to digest the cost in the future,” former finance minister Lou Jiwei reportedly warned in a recent speech last month.”It is difficult for ordinary consumers and industry users to see the long-term benefits and rewards of 5G,” a white paper titled “The 2020 China 5G Economic Report” released by China Academy of Information and Communications Technology said.Based on a recent survey of Chinese consumers, 73.3% of the people polled said they believe that there is no need for the public to buy 5G mobile phones. Nagorno- Karabakh Cease-Fire Takes Effect

A cease-fire between Armenian and Azerbaijani went into effect Saturday at noon local time (0800 UTC), at least temporarily halting deadly hostilities over the breakaway Nagorno-Karabakh region, which each country claims.Official sources on both sides accused each other of firing missiles and rockets on civilian areas on Saturday, in the hours before the cease-fire.Armenia and Azerbaijan agreed to the cease-fire in the disputed Nagorno-Karabakh region after 10 hours of talks in Moscow. The truce will allow both sides to exchange prisoners and recover the dead.Russian Foreign Minister Sergei Lavrov, who mediated the talks, said the cease-fire should pave the way for further talks on the settlement of the conflict.The talks between the foreign ministers of Armenia and Azerbaijan were held at the invitation of Russian President Vladimir Putin after nearly two weeks of fighting.On Friday, United Nations human rights chief Michelle Bachelet called for an “urgent cease-fire” in Nagorno-Karabakh, citing a heavy toll on civilians.“It is deeply worrying that in recent days we have seen populated areas reportedly targeted and shelled with heavy weaponry in and around the conflict area,” Bachelet said in a statement.Bachelet’s office said it has received unconfirmed reports that more than 50 civilians, including children, have been killed since the fighting erupted on Sept. 27.The fighting also claimed the lives of about 400 soldiers and forced thousands of people to flee their homes.The predominantly ethnic Armenian territory declared its independence from Azerbaijan in 1991 during the collapse of the Soviet Union, sparking a war that claimed the lives of as many as 30,000 people before a 1994 cease-fire. However, that independence is not internationally recognized.

Росія: у Хабаровську розігнали акцію на підтримку Сергія Фургала

Поліція у російському Хабаровську затримала три десятки людей на акції на підтримку арештованого колишнього губернатора краю Сергія Фургала. Ці дані, з посиланням на пресслужбу мерії, наводить «Интерфакс».

Місцевий журналіст, представник регіонального штабу Олексія Навального – Андрій Пастухов повідомив «МБХ медіа» про 40 затриманих, серед яких виявився координатор штабу засновника ФБК Олексій Ворсін. Також серед затриманих, за даними «МБХ медіа», кілька співробітників ЗМІ і блогерів. Видання зазначає, що поліція вперше розігнала мирний виступ на підтримку Фургала. Акція не була узгоджена з владою, повідомляє російська служба Радіо Свобода.

 

«Звичайна суботня мирна акція. Близько 15 години люди вирішили розгорнути намети. З’явилася поліція, яка наказала прибрати намети, інакше застосують фізичну силу. Мітингувальники відмовилися слухатися поліцію, після чого з будівлі уряду вийшли співробітники ОМОН і почали силою розганяти, забирати людей, згортати намети», – розповів Пастухов. За його ж словами, внаслідок жорсткого розгону деякі учасники акції отримали травми, двох людей госпіталізували.

У пресслужбі міської адміністрації повідомили, що після ходи і мітингу, які традиційного починаються о 12 годині за місцевим часом, «учасники протесту демонстративно розбили намети прямо на газонах головної міської пам’ятки». У мерії також заявили, що до наметів протестувальники принесли потужні динаміки, через які запустили трансляцію гасел, чим нібито заважали «перехожим і гостям міста».

 

«Интерфакс» зазначає, що акція розпочалася з мітингу на площі Леніна перед будівлею уряду Хабаровського краю. Прихильники колишнього губернатора близько години скандували гасла на його підтримку. Після ходи вони повернулися на площу Леніна, після чого на місце прибули силовики і почався розгін.

Протести в Хабаровську почалися після арешту губернатора краю Сергія Фургала 9 липня за звинуваченням в організації вбивств 15 років тому. Він відкидає всі звинувачення.

Фургал – член партії ЛДПР, багато років був депутатом Держдуми, а в 2018 році переміг на губернаторських виборах представника «Єдиної Росії» В’ячеслава Шпорта.

Арешт Фургала пов’язували ще і з голосуванням щодо поправок до конституції, які дозволяють Володимиру Путіну залишатися на посаді президента ще на два терміни: явка в краї була однією з найгірших по країні.

Акції на його захист набули характеру виступів проти федерального центру і Володимира Путіна.

29 мільйонів жінок та дівчат є жертвами сучасного рабства – доповідь

Нині 29 мільйонів жінок та дівчат є жертвами рабства, яке проявляється, зокрема, у примусовій праці та примусових шлюбах, а також підневільному становищі у сім’ї. Про це йдеться у новій доповіді за результатами спільної роботи організації Walk Free, Міжнародної організації праці та Міжнародної організації з міграції, обидва агентства ООН, повідомляє агентство Reuters

Грейс Форрест, співзасновниця організації Walk Free, яка виступає проти рабства, заявила e п’ятницю на пресконференції ООН, що сьогодні кожна 130 жінка і дівчинка живе в сучасному рабстві.

«Реальність така, що сьогодні в рабстві живе більше людей, ніж будь-коли в історії людства», – наголосила вона, зазначивши, що Walk Free визначає сучасне рабство «як систематичне позбавлення людини свободи, при якому одна людина використовує інша для особистої або фінансової вигоди».

Згідно доповіді, жінки становлять 99 відсотків усіх жертв примусової сексуальної експлуатації, 84 відсотки всіх жертв примусового шлюбу і 58 відсотків усіх жертв примусової праці.

Форрест наголосила, що оцінка числа жінок і дівчат, які перебувають у сучасному рабстві, не враховує наслідків пандемії, яка призвела до «різкого збільшення числа примусових і дитячих шлюбів і експлуатації праці в усьому світі».

Форрест заявила, що Walk Free і програма ООН «Кожна жінка, кожна дитина» запускають глобальну кампанію з вимогою вжити заходів щодо викорінення сучасного рабства. Кампанія закликає покласти край дитячим і примусовим шлюбам, за які у 136 країнах ще не запроваджена кримінальна відповідальність. Також кампанія містить заклик до ліквідації легалізованих систем експлуатації, зокрема таких, які юридично пов’язують міграційний статус працівників з роботодавцем чи спонсором на період дії контракту.

Кампанія також закликає транснаціональні корпорації до прозорості і підзвітності. «Ми знаємо, що жінки і дівчата стикаються з безпрецедентним рівнем експлуатації та примусової праці в ланцюжках поставок товарів, які ми купуємо і використовуємо щодня – одягу, кави, техніки», – зазначила Форрест.

Twitter Imposes Restrictions, More Warning Labels Ahead of US Election

Twitter Inc. said Friday that it would remove tweets calling for people to interfere with the U.S. election process or implementation of election results, including through violence, as the company also announced more restrictions to slow the spread of misinformation.Twitter said in a blog post that, from next week, users will get a prompt pointing them to credible information before they can retweet content that has been labeled as misleading.It said it would add more warnings and restrictions on tweets with misleading information labels from U.S. political figures like candidates and campaigns, as well as U.S.-based accounts with more than 100,000 followers or that get “significant engagement.”Twitter, which recently told Reuters it was testing how to make its labeling more obvious and direct, said people will have to tap through warnings to see these tweets. Users can also only “quote tweet” this content; likes, retweets and replies will be turned off.Twitter says it has labeled thousands of misleading posts, though most attention has been on the labels applied to tweets by U.S. President Donald Trump. Twitter also said it would label tweets that falsely claim a win for any candidate.Temporary stepsThe company announced several temporary steps to slow amplification of content. For example, from Oct. 20 to at least the end of the U.S. election week, global users pressing “retweet” will be directed first to the “quote tweet” button to encourage people to add their own commentary.It will also stop surfacing trending topics without added context and will stop people seeing “liked by” recommendations from people they do not know in their timeline.Twitter’s decision to hit the brakes on automated recommendations contrasts with the approach at Facebook Inc., which is amping up promotion of its groups product despite concerns about extremism in those spaces.Social media companies are under pressure to combat election-related misinformation and prepare for the possibility of violence or polling place intimidation around the Nov. 3 vote.Reuters has reported that Republicans are mobilizing thousands of volunteers to watch early voting sites and ballot drop boxes to try to find evidence to back up Trump’s unsubstantiated complaints about widespread voter fraud.On Wednesday, Facebook said it would ban calls for poll watching using “militarized language.”

Росія: учасника Pussy Riot заарештували на 30 діб за акцію з прапорами ЛГБТ

Районний суд у столиці Росії Москві 9 жовтня заарештував на 30 діб учасника Pussy Riot Олександра Софєєва – за акцію з прапорами ЛГБТ на будівлях ФСБ, адміністрації президента, Верховного суду та інших. Про це повідомила муніципальна депутатка Людмила Штейн.

Софєєва визнали винним у повторному порушенні порядку проведення публічного заходу. У лютому цього року активіста оштрафували на 15 тисяч рублів за участь в акції на підтримку політв’язнів біля будівлі Державної думи.

7 жовтня група Pussy Riot приурочила акцію проти державної гомофобії до дня народження президента Росії Володимира Путіна. Учасники акції вимагали розслідувати вбивства і викрадення геїв, лесбіянок, транссексуалів і квір-людей у Чечні, припинити переслідування активістів та організацій, що допомагають ЛГБТК-спільноті, легалізувати одностатеві партнерства, а також скасувати чинний закон про пропаганду так званих нетрадиційних сексуальних відносин серед неповнолітніх.

Кабмін пропонує запровадити санкції проти Нікараґуа через відкриття консульства у Криму

Кабінет міністрів України пропонує накласти економічні санкції на Республіку Нікараґуа через неузгодженого з Києвом призначення почесного консула в окупованому Росією Криму. Про це повідомляє Міністерство реінтеграції тимчасово окупованих територій України.

В уряді нагадують, що такі дії уряду Нікараґуа «суперечать національним інтересам і безпеці українських громадян, схвалюють збройну агресію Росії проти України, сприяють продовженню страждань українських громадян від тимчасової окупації Росією».

«Це рішення нестиме чіткий сигнал, офіційне послання українського народу урядам окремих держав, зокрема Республіці Нікараґуа», – сказав віцепрем’єр-міністр України – Міністр з питань реінтеграції тимчасово окупованих територій України Олексій Резніков під час засідання Кабміну, у п’ятницю, 9 жовтня. Запропонований Кабміном пакет санкції відносно Нікараґуа розгляне РНБО, президент України повинен ввести це рішення в дію, а Верховній Раді потрібно проголосувати за введення санкцій.

Влада Нікараґуа публічно не коментувала рішення уряду України.

Наприкінці серпня міністр закордонних справ України Дмитро Кулеба повідомив, що в Криму відкрилося почесне консульство Нікараґуа, а посаду консула зайняв учасник російської анексії Криму Олег Бєлавенцев.

Нікараґуа є серед країн, які регулярно не голосують за резолюцію ООН, які ініціює Україна, щодо визнанням Росії країною-окупантом через анексію Криму.

 

Навесні минулого року суд у Києві заочно засудив Олега Бєлавенцева до 13 років позбавлення волі. Його визнали винним в посяганні на територіальну цілісність і недоторканність України, підбурюванні до державної зради і веденні агресивної війни. Однак в серпні 2020 року стало відомо, що вирок не вступив в силу, оскільки Київський апеляційний суд ще не розглянув апеляційну скаргу подану захистом Бєлавенцева. Згідно з матеріалами справи, Бєлавенцев підбурював українських військових до державної зради – переходу на бік Росії, здачі зброї та боєприпасів.

21 березня 2014 року Олега Бєлавенцева призначили повноважним представником президента Росії в утвореному того ж дня так званому «Кримському федеральному окрузі». 28 липня 2016 року Росія скасувала «Кримський федеральний округ», включивши його до складу Південного федерального округу. Пакистан заблокував TikTok через «аморальний» контент

Пакистанський телекомунікаційний регулятор заявив, що заблокував китайський застосунок TikTok через неможливість відфільтрувати «аморальний та непристойний» контент. Заборона оголошена з огляду на «скарги різних верств суспільства», заявив 9 жовтня Пакистанський орган телекомунікацій (РТА).

Pakistan Blocks TikTok, Citing ‘Immoral’ Content

Spain Declares COVID-19 State of Emergency in Madrid

Spain’s government declared a state of emergency in Madrid Friday, taking control of efforts to fight the spread of COVID-19 from local authorities after a regional court struck down restrictions as the region faces one of the most significant outbreaks in Europe.
 
Prime Minister Pedro Sanchez’s government took the step at a special cabinet meeting as he imposed his authority on regional officials, who have resisted his calls for restrictions on travel in the region.
 
The move gives Sanchez extraordinary powers to order new constraints on life in the capital, where efforts to control a surge in infections have been complicated by the standoff. The step forced Madrid authorities to restore restrictions they had ignored following the court ruling.
 
At a news conference Friday, Health Minister Salvador Illa said the measures, which prohibit residents from leaving the area, including nine nearby towns, without a valid reason, among other measures, would be effective immediately and remain in place for 15 days.
 
The Madrid region’s 14-day infection rate of more than 560 coronavirus cases per 100,000 residents is more than twice Spain’s national average of 256 and five times the European average rate of 113 for the week ending September 27.
 
The Interior Ministry said an extra 7,000 policemen and security personnel would be deployed for enforcement of the measures “at various exit and access points of the region under state of emergency.”  
 
The partial lockdown comes as the nation begins a three-day holiday weekend, and initial reports from Madrid said cars continued to pour out of the city and its neighboring towns on Friday.

Rapid Change in Kyrgyzstan May Escalate Belarusian Protest Tactics

The effort to unseat autocratic Belarusian leader Alexander Lukashenko may be heading for a new phase.
 
Belarusian activists, impressed by the success of protests in Kyrgyzstan, where protesters managed to pull off a “revolution in one day,” are now debating whether to copy the Kyrgyz tactics and storm key government buildings in Minsk.
 
On Telegram, the messaging app used by Belarusian protesters to share uncensored information and discuss strategy, Kyrgyzstan is being cited as a possible model of how to proceed in their weeks-long bid to oust the country’s president, following a disputed August election in which he claims to have won a sixth term in power.
 
Some analysts worry that an escalation in protest tactics in Belarus will fan Kremlin alarm about a new wave of “color revolutions,” in turn prompting Russian leader Vladimir Putin to dispatch Russian forces to Belarus.
 
Putin has already said he has created a police reserve for Lukashenko to use, if events get “out of control” in Belarus.
 
So far the Russian leader has held back from ordering a military intervention, but Russian security advisers and senior Kremlin personnel are suspected by Western diplomats of helping to coordinate the suppression of the pro-democracy opposition in Belarus.
 
Putin and Lukashenko discussed developments in Kyrgyzstan in a phone call midweek, according to the beleaguered Belarusian leader. Midweek, Russia acknowledged it had issued an arrest warrant for Belarusian opposition leader Sviatlana Tsikhanouskaya, who left Belarus for Lithuania after the election, following threats to her family.
 
Kyrgyz protesters, outraged by what they saw as rigged parliamentary elections on October 4, overran the parliament and ransacked the office of President Sooronbai Jeenbekov. The action forced election officials to annul the results of the vote and to announce plans for re-running the poll.
 
But political chaos has now unfolded. Jeenbekov declared a state of emergency Friday in the capital, Bishkek, ordering troops to deploy, as supporters of rival political groups took to the streets after days of unrest following the overturned election.
 
Video of the Kyrgyz protests has been reposted on Nexta, a Telegram channel that’s served as a key communication platform for the anti-Lukashenko protesters. Nexta praised the way their Kyrgyz counterparts achieved “revolution in one day,” according to George Barros, an analyst at the Institute for the Study of War, a Washington-based research group.FILE – People protest during a rally on the central square in Bishkek, Kyrgyzstan, Oct. 7, 2020. “Nexta’s favorable coverage of Kyrgyz protesters may embolden Belarusian protesters to adopt more radical tactics,” Barros added.
 
Lukashenko has overseen a brutal crackdown on his opponents, but so far has failed to stem the demonstrations against his rule. Protests have been raging in Belarus for eight weeks. Thousands of protesters have been arrested and most of the main opposition leaders have been imprisoned, deported or forced into exile.
 
“In one day, they managed to change the political leadership in Kyrgyzstan,” Paval Latushka, a member of the Belarusian opposition Coordination Council, told Current Time, the Russian-language network led by RFE/RL in cooperation with VOA. “I think that many Belarusians look at this — they are probably surprised by this and are thinking about it.”
 
Other Nexta contributors urge caution, saying peaceful protest is the best option to ensure change is sustainable and long term. They point out that Kyrgyzstan is struggling now to come up with ways to facilitate a transfer of power and that the euphoria felt after opposition groups seized the parliament building has quickly turned into dangerous uncertainty.
 
Other Belarusian activists worry taking a more violent step will only prompt a Russian backlash.
 
Already worried that may happen, Belarus opposition figures have been urging Western governments to collectively make it clear to the Kremlin that Russia must avoid any direct military intervention to save Lukashenko. They want Western nations to announce their readiness to stand by the Budapest Memorandum, an international protocol signed in 1994 guaranteeing the territorial integrity and sovereignty of Belarus.
 
Valery Tsepkalo, a former diplomat, and one of Lukashenko’s main political rivals until forced into exile, says a formal re-commitment by all Western states to the 1994 Budapest Memorandum would send a “strong message” to Russia.
 
The protocol refers to three identical political agreements signed at a conference in Budapest overseen by the Organization for Security and Cooperation in Europe. The agreements provide security assurances to Belarus, Kazakhstan and Ukraine against threats or use of force against their territorial integrity or political independence. In return, Belarus and the other two states gave up their stockpiles of Soviet-era nuclear weapons.
 
Analysts say the political explosions in Belarus and Kyrgyzstan, along with the outbreak of war between Armenia and Azerbaijan, has placed the Kremlin in a dilemma. Military intervention risks a public backlash and Western sanctions, while doing nothing and allowing political developments to play out risks emboldening opposition groups in Russia.
 
Recent days have seen a noticeable uptick of state-controlled Russian media blaming Western powers for the political turmoil in what the Kremlin considers its sphere of influence.
