2 Killed, 9 Missing as Drenching Rain Hits Parts of France, Italy

Two people died and nine people were missing in France and Italy after a storm hit along the border of the two countries, bringing record rainfall in places and causing flooding that swept away roads and damaged homes, authorities said Saturday.The storm, dubbed Alex, ravaged several villages around the city of Nice on the French Riviera. Nice Mayor Christian Estrosi called it the worst flooding disaster in the area for more than a century after flying over the worst-hit area by helicopter.”The roads and about 100 houses were swept away or partially destroyed,” he told French news channel BFM.”I have been particularly shocked by what I saw today,” French Prime Minister Jean Castex told a news conference after visiting affected areas, adding he was concerned that the death toll could rise.Roads, bridges goneAt least eight people were missing in France, authorities said. These included two firefighters whose vehicle was carried away by a swollen river, according to local witnesses cited by several French media.Television images from both countries showed several roads and bridges had been swept away by floodwater, and numerous rivers were reported to have left their banks.In Italy, at least two people died — one a firefighter hit by a falling tree and another a man in his 30s whose car was swept into a river after a road subsided, local authorities said.As night fell, one Italian was still unaccounted for, while another 16 people earlier feared missing, including a group of six German trekkers, had all been found safe.Officials in the Piedmont region reported a record 630 mm (24.8 inches) of rain in just 24 hours in Sambughetto, close to the border with Switzerland. The Piedmont regional chief, Alberto Cirio, called on the government to declare a state of emergency.The water level in the River Po jumped by 3 meters (9.84 feet) in just 24 hours.Villages cut offEric Ciotti, a member of the French parliament who is from one of the worst affected villages in the area, Saint-Martin-Vésubie, said several villages located in steep-sided valleys of the mountainous region were cut off.Meteo France said that 500 mm (19.69 inches) of rain was registered over 24 hours in Saint-Martin-Vésubie and close to 400 mm in several other towns — the equivalent of more than three months of rain at this time of the year.There was more rainfall than on October 3, 2015, when floods caused the death of 20 people in and around the French Riviera city of Cannes, Jérémy Crunchant, the director of civil protection, told France Info.In Venice, a long-delayed flood barrier system successfully protected the lagoon city from a high tide for the first time on Saturday, bringing big relief following years of repeated inundations.

Єрмак: рішення ТКГ не несуть зобов’язань для держави, вибори на Донбасі – тільки після контролю за кордоном

Голова офісу президента України Андрій Єрмак наголошує, що ніякі рішення Тристоронньої контактної групи щодо врегулювання на окупованій частині Донбасу не несуть ніяких політичних зобов’язань для української держави, а вибори на цій території можливі тільки після повернення контролю України над нині непідконтрольною Києву ділянкою кордону з Росією.

«Я хотів би, щоб було чітке розуміння, трохи сказати про те, що ТКГ – це консультаційний майданчик. Це не представництво держави… Люди, які там працюють, працюють на громадських засадах. Вони не отримують зарплату, й фактично виробляють рішення, які потім імплементуються через органи, які ці рішення можуть юридично й політично приймати. Тому не треба переоцінювати й висловлювання, і якісь проміжні ідеї, які відбуваються в рамках цих консультацій», – сказав він в ефірі телеканалу «Україна 24».

Він також заявив, що український план мирного врегулювання для Донбасу передбачає місцеві вибори на нині окупованих територіях регіону – але як кінцевий етап цього плану, і тільки після відновлення контролю України над її кордоном із Росією на цій ділянці.

«Фінальним етапом цього плану є проведення місцевих виборів на підставі українського закону й Копенгагенської конвенції. Відповідно, при підготовці до цих виборів є певний термін, протягом якого необхідно підготувати – демілітаризувати, забезпечити режим безпеки на непідконтрольних (Києву – ред.) територіях. Достатньо сказати «так» – Україна повинна повернути свою територію, Україна забирає контроль над держкордоном і на демілітаризованій зоні проходять демократичні вибори», – сказав він.

Голова президентського офісу також заявив, що для президента Володимира Зеленського «немає нічого важливішого, ніж припинити цю війну на українських умовах і в інтересах України».

У цьому ж інтерв’ю Андрій Єрмак також запевнив, що народний депутат Микола Тищенко (фракція «Слуга народу») не ввійде в українську делегацію в ТКГ.

«Таке питання навіть не розглядалося… Я думаю, до таких розмов підштовхнула фотографія Тищенка з Кравчуком (головою української делегації в ТКГ, першим президентом сучасної України Леонідом Кравчуком – ред.) під час зустрічі представників ТКГ з групою депутатів», – сказав він.

Тищенко днями заявляв, що ввійшов до ініціативної групи з перезавантаження Тристоронньої контактної групи і що вперше взяв участь у парламентській групі щодо законодавчих змін стосовно Донбасу, і опублікував фото з Леонідом Кравчуком. Після того його колега в парламенті, заступниця голови фракції «Слуга народу» Євгенія Кравчук у прямому ефірі Радіо Свобода заявила, що статус чи повноваження Миколи Тищенка не відрізнятимуться від тих, які матимуть інші народні депутати, що входитимуть у цю парламентську групу. «Депутатська група «Шлях додому» була створена для того, щоб мати можливість не через публічні заяви обмінюватися з нашими перемовниками, а сісти і спокійно задати питання та отримати відповідь», – заявила вона. За її словами, цю групу створили задля кращої комунікації між парламентом і ТКГ.

Росія, а за нею й підтримувані і скеровувані нею незаконні збройні сепаратистські угруповання «ДНР» і «ЛНР», що захопили частину Донецької й Луганської областей і визнані в Україні терористичними, наполягають на буквальному прочитанні третьої з так званих мінських домовленостей 2014–2015 років, так званого Мінського комплексу заходів, у якій Україна була вимушена погодитися на те, що повернення їй контролю за кордоном мало б стати останнім пунктом врегулювання, вже після місцевих виборів на нині окупованих територіях. За словами соратників тодішнього президента Петра Порошенка, який був змушений узгодити цей документ, такий нереальний пункт був фактичною гарантією неможливості виконання мінських домовленостей у їхньому нинішньому вигляді і відтак збереження санкційного тиску Заходу на Росію до зміни ситуації в майбутньому.

При цьому перша з трьох мінських домовленостей, так званий Мінський протокол, яка так само чинна, але вимоги якої Росія ігнорує, передбачає «забезпечити постійний моніторинг на українсько-російському державному кордоні і верифікацію з боку ОБСЄ зі створенням зони безпеки у прикордонних районах України і Російської Федерації». Цей пункт досі не виконаний, Росія не бажає обговорювати його.

Нинішня влада президента Володимира Зеленського і його партії «Слуга народу» теж загалом дотримується позиції, що вибори на нині окупованих територіях неможливі без відновлення контролю за кордоном. Зокрема, сам Зеленський заявляв, що відновлення контролю над кордоном є серед неодмінних передумов проведення місцевих виборів на цих територіях.

Чинна нині постанова Верховної Ради України про призначення місцевих виборів не передбачає проведення таких виборів на нині окупованих територіях Донбасу і Криму і визначає відновлення повного контролю України за її державним кордоном як одну з низки передумов для можливості проведення таких виборів у майбутньому. Росія вимагає скасувати ці пункти постанови і через це блокує переговори в ТКГ.

Rights Violations Rampant in Parts of Ukraine, UN Report Says

The United Nations reports widespread human rights violations are rampant in both government- and rebel-controlled areas of Ukraine, as well as in the Russian-annexed Crimean Peninsula.The report by the Office of the U.N. High Commissioner for Human Rights has been submitted to the U.N. Human Rights Council.There is immediate concern about the increase in violence in the lead-up to local elections October 25 in government-controlled areas of Ukraine. Deputy High Commissioner for Human Rights Nada Al-Nashif says extreme right-wing groups are attacking peaceful political gatherings, the offices of political parties, and political activists in their homes.“We are further concerned that the impunity accompanying these acts of violence creates a climate of fear and self-censorship encouraging further attacks. … The office also documented attacks against members of the media, as well as attacks against LGBTI people, and people perceived to be LGBTI,” Al-Nashif said.Al-Nashif says the credibility of the election will depend upon the ability of Ukrainian authorities to protect people from these attacks so they can exercise their right to vote freely and without fear.Justice system violationsThe report highlights widespread human rights violations in the Ukrainian justice system, including arbitrary arrest and detention, unreasonable trial delays, and the use of torture and coerced confessions.Al-Nashif says access to justice remains out of reach in the self-proclaimed Russian-backed republics in eastern Ukraine.“Individuals are often held incommunicado and subjected to torture and ill-treatment in order to extort confessions,” she said. “Cases are dealt with behind closed doors, with individuals denied access to lawyers of their choice.”The report details human rights violations in Crimea by the Russian occupying power against Crimean Tatars, including torture, forced confessions and the suppression of religious practice for several groups, including Protestants, Jehovah’s Witnesses, Muslims and Messianic groups.Ukraine’s First Deputy Minister for Foreign Affairs Emine Dzhaparova corroborates the U.N. report. As a Crimean Tartar herself, she is particularly critical of Russia’s illegal annexation of Crimea and of its alleged repressive actions to shut down the voices of dissent.

Афганістан: унаслідок вибуху на сході країни десятки поранених та загиблих

Унаслідок вибуху на сході Афганістану понад 10 людей загинули, ще щонайменше 30 отримали травми.

За даними влади району Гані Хел в провінції Нангархар, вибухнув автомобіль. Ціллю нападу була адміністративна будівля, де є певні військові об’єкти.

Речник губернатора провінції Атауллах Хоґ’яні в коментарі агентству AFP повідомив, що кілька озброєних чоловіків намагалися потрапити до будівлі після вибуху, однак їх ліквідували сили безпеки.

Наразі жодне угруповання не взяло на себе відповідальності за напад. Водночас посадовці обвинувачують екстремістське угруповання «Талібан».

Речник поліції провінції Фарід Хан заявив, що серед жертв були як силовики, так і цивільні.

«Талібан» останнім часом активізував напади в усьому Афганістані. При цьому угруповання проводить мирні переговори з владою країни в Катарі.

Командування Повітряних сил ЗСУ заперечує заяву Кучера про ймовірну причину катастрофи «Ан-26»

Командування Повітряних сил Збройних сил України заперечує заяву голови Харківської обласної державної адміністрації про ймовірну причину катастрофи «Ан-26».

«Хоч на ефір пан Кучер не прийшов, у прямому включені він ганебно перейшов на особистості та дорікнув командувачу Повітряних Сил, начебто літаку, на якому перебував його (Сергія Дроздова) син, дали пріоритет при посадці. Мовляв ця хвилина могла вплинути на успішну посадку Ан-26Ш. Брехня і маніпуляція!» – переконують в Повітряних силах.

Увечері 2 жовтня в ефірі Кучер звернувся до командувача Повітряними силами ЗСУ Сергія Дроздова і заявив: «Ви сказали з приводу свого сина, який перебував на другому борту (борт, який приземлився першим – ред.). Це те, про що я говорю, що пріоритет посадки був даний другому борту, який був справний. Ви це підтвердили, я собі ніколи не дозволяв публічно до цієї розмови озвучувати цю історію, хоча я знав про все».

За його словами, він «просто констатував факт», що на другому борту був син Дроздова.

Сам командувач Повітріяних сил заявив: «Літак, який знаходився на посадці у віддаленні 4 кілометрів, і другий, який був на траверзі, і ще повинен пролетіти по прямій близько 6 кілометрів, щоб виконати розворот і зайти на посадку, то, будь ласка, порахуйте, розберіться, а потім звинувачуйте керівника польотів. Ніякої вказівки керівнику польотів я не робив».

Ввечері 25 вересня літак Повітряних сил ЗСУ Ан-26 впав біля Чугуєва Харківської області за два кілометри від військового аеродрому. На борту літака 1977 року виробництва було 27 людей – військові льотчики та курсанти університету Повітряних сил імені Кожедуба. Вижив лише один курсант, зараз він перебуває у лікарні.

ДБР повідомило, що попередньо перевіряє чотири версії авіакатастрофи на Харківщині:

катастрофа внаслідок технічної несправності агрегатів літального апарату;
катастрофа внаслідок неналежного виконання своїх службових обов'язків екіпажем;
неналежне виконання службових обов’язків особами, які були відповідальними за керування польотами;
неналежне технічне обслуговування літака та підготовки його до польоту.

Fighting Over Nagorno-Karabakh Continues, Despite Calls for Cease-Fire

Armenian and Azerbaijani forces continued fighting Saturday for the seventh day over the Nagorno-Karabakh region, ignoring international calls for a cease-fire.   
 
Armenia says the territory’s capital, Stepanakert, was the target of bombing by Azeri forces.  
 
Authorities in the breakaway territory have warned that the “last battle” for the region has begun. They called on the international community Saturday to “recognize the independence” of Nagorno-Karabakh as “the only effective mechanism to restore peace.”
 
In a statement issued late Friday, the second this week, the co-chairs of the OSCE Minsk Group, Igor Popov of Russia, Stéphane Visconti of France, and Andrew Schofer of the United States, expressed their “alarm at reports of increasing civilian casualties” and strongly condemned the continued violence.  
 
“Targeting or threatening civilians is never acceptable under any circumstances,” the statement said, adding that “the co-chairs call on the sides to observe fully their international obligations to protect civilian populations.”
 
Armenia responded positively Friday to a call by the Minsk Group for a cease-fire between its forces and Azerbaijani forces, engaged in a conflict that is threatening to escalate into all-out war.Armenia is “ready to engage” with the OSCE Minsk Group “to reestablish a cease-fire regime based on the 1994-1995 agreements,” the country’s Foreign Ministry said in a statement Friday.
 
Azerbaijan’s president has demanded the withdrawal of Armenian forces from Nagorno-Karabakh as the only way to end the fighting.
 
Both sides previously had dismissed demands for a truce in the disputed region, where fighting has escalated in recent days to levels not seen since the 1990s.  Dozens of people have been killed and hundreds of others injured in the fighting that erupted September 26.

German Reunification at 30: Still Struggling to Shed History

A festive, jubilant crowd thronged Berlin’s historic Brandenburg Gate 30 years ago Saturday, celebrating the reunification of Germany less than a year after the Berlin Wall had fallen.Located in Berlin’s eastern communist sector, the Brandenburg Gate had been inaccessible to West Germans for 28 years. But not on October 3, 1990, with strains of Beethoven’s Ode to Joy in the background as exultant crowds marked the dawn of a new era in German and European history.“The day has come in which for the first time in history the whole of Germany has found its lasting place in the circle of Western democracies,” declared Richard von Weizsäcker, the federal German president who was suddenly the head of state of a larger Germany.“Farewell to an unloved country,” Britain’s ambassador to East Germany, Patrick Eyers, wrote in his final dispatch to London as envoy on the eve of German reunification.“At midnight tonight the German Democratic Republic will cease to exist as a state,” he wrote. “In what mood do the people of the GDR come to unity? … My impression is one of deep emotion, of contentment mixed with a certain trepidation in the face of the uncertainties ahead. But none of them is looking back.”Back in London, then-Prime Minister Margaret Thatcher shared the trepidation. She had opposed speedy reunification, fearing a united Germany would dominate Europe, changing the power dynamics of the European Union. She also feared that Soviet hardliners might view it as a humiliation, prompting them to undermine then-Soviet leader Mikhail Gorbachev, complicating the unwinding of the Cold War.“I fear that he will feel isolated if all the reunification process goes the West’s way,” she said in a quote by her biographer, Charles Moore.The following year, Soviet hardliners did try to oust Gorbachev in a bungled coup attempt. Thatcher’s position pitted her against many in her own Cabinet and other European leaders, as well as against George H. W. Bush’s White House. Bush aides thought she was being impractical and that rapid German reunification was inevitable. They dubbed her a “Cold warrior” who was over-anxious about the consequences of German reunification.Thirty years on, the old East-West divide remains at play. In the third and final volume of his authorized Thatcher biography, Herself Alone, published last year, Moore, a former editor of Britain’s Daily Telegraph, notes that one of the Russians who became convinced that his country had been humiliated by the West during this era-shattering period was Vladimir Putin, a former a KGB officer who served in East Germany.In 2017, Putin described the manner of German reunification as Gorbachev’s “mistake” and criticized him during an interview for failing to secure binding guarantees from the West that there would be no eastward expansion of NATO. Gorbachev had initially called for a united but neutral Germany – a proposal rejected by West Germany, the U.S. and Poland, another newly emerging democracy on Russia’s border.Gorbachev backed down.Difficult adjustmentIn the years following reunification, many East Germans became increasingly disillusioned as they struggled to adjust themselves to new realities.Many began to feel that they had not been reunited with their Western cousins, but instead had been taken over by them. They complained of Westerners disparaging their achievements and disdaining their educations as subpar. Many older East Germans lamented the increased pace of life, based more on commercial principles. They mourned the loss of predictability, while all too often forgetting the constraints and repression of communism.With inefficient factories closing, unemployment soared with some towns seeing one in five workers jobless, souring the vision of “blooming landscapes” they had been promised by German chancellor Helmut Kohl when the wall came down. Berlin pumped billions of euros into the East but many older East Germans complained that at least under communism they were guaranteed work and free health care. Many youngsters left, shrinking Germany’s population in the East by 2.2 million, leaving their parents and grandparents feeling like second-class citizens. There was a surge of support for a newly formed socialist political party, the Linkspartei – or “Left” party.Three decades on, the former East Germany is catching up economically with its Western sibling, but a series of reports and studies in the runup to Saturday’s 30th anniversary of German reunification suggests stark divides remain. “I had hoped that in this … 30th year after German reunification, we would be further along than we are,” said Marco Wanderwitz, the government ombudsman for the former communist East Germany.German politicians point to a narrowing of the per capita GDP gap between its eastern and western regions as an example of the resounding success of German reunification. Per capita GDP in eastern Germany has reached 79.1%, a gain of 42 percentage points since 1990. Ironically, in some areas, Germans in the country’s east are doing better than their counterparts to the west. Women in the former GDR are more likely to work full time in part because of better childcare facilities, a legacy of the region’s communist past.But one government study shows that, on average, salaries in the East are only 88.8% of those in the West. Eastern Germany has more people out of work and lower property values. “In an extraordinary manner, in many ways Germany looks like it’s still divided,” the left-leaning daily newspaper TAZsaid. Der Spiegel magazine laments that the “feelings of mistrust and alienation between East and West have not disappeared.”A government report overseen by Wanderwitz also sadly notes the lack of satisfaction Germans in the East feel toward the political system. While more than 90% of western Germans think democracy is the “best suited form of government,” only 78% of East Germans agree. Wanderwitz notes: “Trust in state institutions is also some cases is at a shockingly low level.” Even so, he says that while “some things have taken longer than planned … in many areas we can basically say: unity accomplished.”Easterners, known as Ossies, say unity will be accomplished only when they are taken more seriously. They say their origins determine their position in society and their prospects far more than they do for Westerners. They complain they are underrepresented in the top echelons of German public life. Chancellor Angela Merkel, who was born in the East, is one of the few Ossies in the top political ranks of the country, and not one dean in Germany’s 81 universities is from the former communist half of the country. In last year’s regional government elections, the East saw a surge in support for the anti-immigrant, nationalist far-right AfD party, testimony to the rift between the country’s prosperous West and its still-adjusting East.

Клімкін про вибори на Донбасі до відновлення контролю над кордоном: я відпочатку казав, що це не буде працювати

Колишній міністр закордонних справ України Павло Клімкін в інтерв’ю Радіо Свобода заявив, що відпочатку був проти положення в Мінських домовленостях про вибори на Донбасі до відновлення контролю над кордоном.

«Я від самого початку це сказав (і це, до речі, всі пам’ятають: і наші, і німці, я нещодавно ми розмовляли з ними – вони це згадували, і французи), що це ніколи не буде працювати. Це шлях в принципі до, якщо це було би реалізовано, до федералізації України. Але ці угоди ніколи не могли би бути виконані. Оскільки, щоб їх виконати, потрібно розписати послідовність і гарантії виконання різних заходів», – сказав Клімкін в ефірі програми «Суботнє інтерв’ю».

У відповідь на питання ведучого, чому Україна підписала угоди, колишній міністр сказав: «Безпека. Безпека і можливість утримати, зняти ескалацію навколо Дебальцевого і взагалі на фронті, оскільки Росія планувала не тільки ж Дебальцеве, а й подальшу масштабну ескалацію. Це була просто логіка деескалації. А потім це все дипломатично і політично відіграли».

Другі Мінські угоди були підписані 12 лютого 2015 року. Цей документ повинен був змусити сторони конфлікту на Донбасі виконувати так званий «Мінськ-1» – домовленості, укладені у вересні 2014 року. Передбачалося, що другі мирні домовленості зможуть повністю врегулювати ситуацію до кінця 2015 року, однак жоден із 13 пунктів повністю так і не виконали, а припинення вогню та відведення зброї відбулося лише частково, зазначають як сторони конфлікту, так і незалежні спостерігачі.

Росія заявляє, що є лише «гарантом» виконання Мінських домовленостей і відкидає звинувачення в підтримці сепаратистів.

Вірменія та Азербайджан заявляють про готовність до мирних переговорів

Президент Азербайджану Ільгам Алієв закликав Росію, США та Францію продовжити намагання вирішити конфлікт у Нагірному Карабасі. Ці країни входять до так званої Мінської групи ОБСЄ з врегулювання конфлікту в регіоні.

«Я вважаю, що ці три країни повинні продовжити працювати разом над врегулюванням нагірно-карабаського конфлікту, але за умови, що вони залишаться нейтральним», – сказав Алієв в інтерв’ю Al Jazeera.

Його заява пролунала на наступний день після повідомлення Міністерства закордонних справ Вірменії, яке привітало переговори Мінської групи в телефонному режимі. У Вірменії заявляли, що готові до мирних переговорів за посередництва ОБСЄ.

Мінська група закликала лідерів Вірменії та Азербайджану «негайно взяти на себе зобов’язання відновити предметні переговори, добросовісно та без передумов».

Активна фаза давнього конфлікту між Азербайджаном і Вірменією розпочалася 27 вересня. За кілька днів загинули, за різними даними, десятки або сотні людей. Сторони заявляють про втрати серед цивільних і звинувачують одна одну у застосуванні важких видів озброєння і найманців.

У 1988 році в Нагірному Карабасі (тоді – Нагірно-Карабаська автономна область Азербайджанської РСР) відбулися мітинги місцевого вірменського населення, яке прагнуло приєднання до тодішньої Вірменської РСР. Баку не погодився з цим.

У 1992–1994 роках сторони вели масштабні бойові дії. В цей час Азербайджан втратив контроль над територією Карабаху і прилеглих до нього районів, всього близько 20% території країни. Тоді регіон залишили майже всі азербайджанці і десятки тисяч біженців інших національностей.

Berlin pumped billions of euros into the East but many older East Germans complained that at least under communism they were guaranteed work and free health care. Many youngsters left, shrinking Germany’s population in the East by 2.2 million, leaving their parents and grandparents feeling like second-class citizens. There was a surge of support for a newly formed socialist political party, the Linkspartei – or “Left” party.Three decades on, the former East Germany is catching up economically with its Western sibling, but a series of reports and studies in the runup to Saturday’s 30th anniversary of German reunification suggests stark divides remain. “I had hoped that in this … 30th year after German reunification, we would be further along than we are,” said Marco Wanderwitz, the government ombudsman for the former communist East Germany.German politicians point to a narrowing of the per capita GDP gap between its eastern and western regions as an example of the resounding success of German reunification. Per capita GDP in eastern Germany has reached 79.1%, a gain of 42 percentage points since 1990. Ironically, in some areas, Germans in the country’s east are doing better than their counterparts to the west. Women in the former GDR are more likely to work full time in part because of better childcare facilities, a legacy of the region’s communist past.But one government study shows that, on average, salaries in the East are only 88.8% of those in the West. Eastern Germany has more people out of work and lower property values. “In an extraordinary manner, in many ways Germany looks like it’s still divided,” the left-leaning daily newspaper TAZsaid. Der Spiegel magazine laments that the “feelings of mistrust and alienation between East and West have not disappeared.”A government report overseen by Wanderwitz also sadly notes the lack of satisfaction Germans in the East feel toward the political system. While more than 90% of western Germans think democracy is the “best suited form of government,” only 78% of East Germans agree. Wanderwitz notes: “Trust in state institutions is also some cases is at a shockingly low level.” Even so, he says that while “some things have taken longer than planned … in many areas we can basically say: unity accomplished.”Easterners, known as Ossies, say unity will be accomplished only when they are taken more seriously. They say their origins determine their position in society and their prospects far more than they do for Westerners. They complain they are underrepresented in the top echelons of German public life. Chancellor Angela Merkel, who was born in the East, is one of the few Ossies in the top political ranks of the country, and not one dean in Germany’s 81 universities is from the former communist half of the country. In last year’s regional government elections, the East saw a surge in support for the anti-immigrant, nationalist far-right AfD party, testimony to the rift between the country’s prosperous West and its still-adjusting East.

Британія слідом за ЄС розширила санкції за будівництво Керченського мосту

Велика Британія, яка виходить із Європейського союзу, але продовжує дотримуватися його санкційної політики, слідом за ЄС розширила свій санкційний список у зв’язку з будівництвом Керченського мосту.

Управління застосування фінансових санкцій Міністерства фінансів Великої Британії оприлюднило 2 жовтня цей список, який посилається на аналогічне рішення Євросоюзу 1 жовтня і повторює його.

Таким чином, Британія слідом за Євросоюзом оголосила про фінансові санкції щодо ще двох фізичних і чотирьох юридичних осіб із Росії чи окупованого нею Криму у зв’язку з підривом суверенітету і територіальної цілісності України.

ЄС уперше запровадив санкції щодо компаній, які брали участь у будівництві Керченського мосту між окупованим Кримом і сусідньою Росією, в липні 2018 року.

Загалом санкції як Євросоюзу, так і низки інших держав проти Росії через окупацію Криму були запроваджені 2014 року, відтоді їх кілька разів продовжували і розширювали.

Радіо Свобода засудило позбавлення акредитації в Білорусі журналістів іноземних ЗМІ

Радіо Вільна Європа / Радіо Свобода засудило 2 жовтня позбавлення акредитації в Білорусі журналістів іноземних засобів інформації.

«Ми глибоко розчаровані, але не здивовані, рішенням Міністерства закордонних справ Білорусі скасувати всі акредитації іноземних засобів інформації, особливо у світлі переслідувань, що їх журналісти Радіо Свобода, як і інших західних ЗМІ, зазнають протягом останніх трьох місяців», – заявила виконувачка обов’язків президента Радіо Вільна Європа / Радіо Свобода Дейзі Сінделар.

«Цей крок є чітким сигналом усім білорусам, що влада Лукашенка не зацікавлена дати їм те, чого вони прагнуть, – доступу до поглядів, відмінних від тих, які просуває сама ця влада. Радіо Вільна Європа / Радіо Свобода і далі буде використовувати всі наявні можливості, щоб надавати нашій авдиторії в Білорусі нецензуровані новини, відповідальні дискусії й відкриті дебати, яких вона так прагне», – мовиться в заяві.

Раніше 2 жовтня чинна влада Білорусі без попередження скасувала чинність усіх акредитаційних карток журналістів іноземних засобів інформації. Як заявило Міністерство закордонних справ країни, таким чином виконується пункт Концепції інформаційної безпеки Білорусі про те, що «найважливішою цільовою установкою забезпечення інформаційної безпеки є інформаційний суверенітет» Білорусі. «У ситуації, що складається, ми вимушені реалізувати своє суверенне право і застосувати необхідні захисні заходи», – заявили в міністерстві.

Як заявили в міністерстві, заявки на нові акредитації планують почати приймати з понеділка, 5 жовтня.

При цьому в повідомленні зауважили, що пріоритет при акредитації тепер будуть віддавати громадянам тих держав, де зареєстрований їхній засіб інформації.

Як мовилося в заяві МЗС Білорусі, нове положення про порядок акредитації в Білорусі журналістів іноземних ЗМІ, яке почне діяти при цьому, мовляв, дозволить «спільно вибудувати нову, більш ефективну й прозору модель взаємодії з метою розповсюдження об’єктивної й різнобічної інформації про Білорусь за кордоном».

Нині в Білорусі багато західних ЗМІ, зокрема й Радіо Свобода, має за своїх кореспондентів громадян самої Білорусі, які відіграють велику роль у висвітленні акцій протесту.

Такі акції відбуваються в країні щодня без перерв від самого дня президентських виборів 9 серпня. Найчисленніші з них, які викликають найжорстокіші відповіді силовиків, традиційно відбуваються по суботах і неділях. Таким чином, цими вихідними журналісти західних ЗМІ взагалі не зможуть законно, з погляду офіційного Мінська, працювати на висвітленні цих подій.

США запровадили нові санкції проти влади Білорусі

Сполучені Штати Америки слідом за Європейським союзом запровадили 2 жовтня нові санкції проти представників влади Білорусі через їхню, як кажуть у Вашингтоні, роль у шахрайських президентських виборах 9 серпня і подальше жорстоке придушення мирних протестів. На різних юридичних підставах про окремі санкції оголосили Міністерство фінансів і Державний департамент США.

Зокрема, як заявили в Міністерстві фінансів США, яке відповідає за запровадження фінансових санкцій, цей крок був зроблений у координації з міжнародними партнерами Вашингтону – Великої Британії, Канади і Європейського союзу, – «щоб засвідчити солідарність міжнародної спільноти в підтримці білоруського народу проти шахрайських і жорстоких дій білоруської влади».

Ці санкції передбачають заборону на будь-які фінансові відносини фізичних чи юридичних осіб зі США з підсанкційними особами або будь-які фінансові операції з ними, здійснені на території США чи через банківську систему США. Під таку ж заборону потрапляють будь-які активи, в яких підсанкційні мають більш ніж 50-відсоткову частку власності.

Цього разу під нові фінансові санкції потрапили вісім чільних посадовців Міністерства внутрішніх справ, управління МВС у Мінську і мінського ОМОНу, внутрішніх військ Білорусі, а також Центральної виборчої комісії.

«Демократичні прагнення білоруського народу обирати своїх лідерів і мирно домагатися своїх прав наразилися на жорстокість і придушення з боку білоруських посадовців. США і наші міжнародні партнери єдині в тому, що ті, хто вже роками підриває демократію в Білорусі, мають заплатити за це», – заявив міністр фінансів США Стівен Мнучин.

У США нагадали, що перші такі санкції були запроваджені ще 2006 року, після президентських виборів у Білорусі, що так само не були визнані чесними, – і ще відтоді в санкційному списку США перебувають Олександр Лукашенко і незмінна з тих часів голова ЦВК Лідія Єрмошина. Цей санкційний список кілька разів розширювався, і після нинішніх доповнень охоплює 24 фізичних і 9 юридичних осіб із Білорусі.

Також про свої санкції повідомив Державний департамент США. До списків тих, на кого накладені візові обмеження на в’їзд до США, які практично унеможливлюють цей в’їзд, додали ще 24 фізичні особи.

Дехто з підсанкційних перебуває в обох списках. Таким чином, повідомив державний секретар Майк Помпео, загалом 2 жовтня були накладені санкції на 25 громадян Білорусі, причетних, за його словами, до фальсифікації президентських виборів цього року і до порушень прав людини. Як сказав держсекретар, загалом, разом із санкціями попередніх років, наразі в санкційних списках перебуває 41 білоруський посадовець.

Раніше у США заявляли, що підготували нові санкції проти представників нинішньої влади Білорусі, але запровадять їх разом із Європейським союзом.

Євросоюз оголосив про свої нові санкції раніше 2 жовтня. Вони стосуються сорока чільних представників влади Білорусі, яких визначили як відповідальних за репресії й переслідування мирних учасників протестів, представників опозиції і журналістів, а також за порушення під час виборчого процесу. Санкції передбачають заборону особам зі списку на в’їзд до країн-членів ЄС чи транзит через них і замороження їхніх можливих активів у цих країнах, а також заборону громадянам і компаніям із ЄС надавати цим особам кошти.

У переліку наразі немає Олександра Лукашенка. Але в Євросоюзі раніше наголошували, що нинішній список не остаточний і може бути розширений, у тому числі й на особу Лукашенка.

Під санкції ЄС потрапили наразі чільники Міністерства внутрішніх справ Білорусі, внутрішніх військ і сил спецпризначення міліції, Комітету державної безпеки, а також керівники Центральної виборчої комісії країни.

Раніше про аналогічні санкції оголосили Велика Британія і Канада. Також свої власні санкції щодо значно ширшого кола представників влади Білорусі запровадили країни Балтії, не чекаючи на спільне рішення Євросоюзу, і вже далі розширили свої списки. В усіх цих списках, на відміну від списків ЄС, є і прізвище Лукашенка.

Також про плани долучитися до санкцій ЄС проти представників влади Білорусі оголосила й Україна.

І Європейський союз, і США й іще багато західних країн, а також Україна не визнають легітимності Лукашенка як білоруського президента після того, як він таємно провів церемонію своєї інавгурації на шостий термін поспіль.

Такої ж позиції дотримується й опозиція в Білорусі, яка від самого дня президентських виборів 9 серпня щодня без перерв влаштовує акції протесту; білоруські силовики жорстоко розганяють їх.

Scottish Leader Demands Resignation of MP Who Traveled After Positive COVID-19 Test

I have no power to force an MP to resign but I hope she will do the right thing.”Ferrier apologized for her actions via Twitter on Thursday, saying there was no excuse. “Despite feeling well, I should have self-isolated and waited for my test, and I deeply regret my actions.” Ferrier said she took full responsibility and urges everyone not to make the same mistakes she has. She also said she notified the police and the House of Commons regarding her actions. There has been no reaction regarding Sturgeon’s call for her to resign.
