What Explains Vietnam’s Bid to Buy Russia’s Virus Vaccine?

A lot of eyebrows were raised when Russia announced it was the first to approve a vaccine for the coronavirus, and even more so when Vietnam said it would buy up to 150 million doses.  Not many were expecting the news, but if it comes to pass, a few factors would explain how Vietnam and Russia got here. The two sides have a long history, from founding father Ho Chi Minh’s revolutionary years in Moscow, to their membership in a modern trade deal. Vietnam has also been more aggressive than most other nations in tackling COVID-19, and it needs an affordable vaccine as the World Health Organization (WHO) warns rich nations against “vaccine nationalism” and hoarding.  The U.S., a key partner of Vietnam, has expressed doubt that Russia developed a vaccine so quickly. Other nations reportedly interested in the vaccine include the Philippines, Indonesia, India and South Korea. Cold War history Several nations have already put in pre-orders for other future vaccines, and there are more than 150 programs to research possible vaccines around the world, from silkworm cells in Japan, to new use of RNA instead of DNA in research. Russia announced this month it is in Phase 2 trial of a vaccine, which involves testing on hundreds of people, as opposed to tens of thousands in Phase 3. Vietnam could buy 50 million to 150 million doses by 2021, according to the state-run newspaper Tuoi Tre.  “A vaccine that has been used in a foreign country may not require any more tests when it’s imported to Vietnam,” Dr. Tran Dac Phu, an associate professor at the Vietnam Ministry of Health’s Public Health Emergency Operations Center, said on the national VTV station. “However, its trials must still be applied on humans to test its safety and effectiveness.” Russia’s relations have frayed elsewhere, from interference in the U.S. presidential election, to its annexation of Ukraine territory which prompted European Union sanctions. By contrast, feathers are mostly unruffled in Asia, especially in Vietnam, one of the world’s last remaining communist nations, which had strong ties to the old Soviet Union. In addition to Ho Chi Minh’s studies of Lenin, many prominent Vietnamese spent their formative years in Cold-War-era Russia before coming home to found companies, such as Vietjet Air. ‘Negligent’ behavior The Southeast Asian nation was already conducting its own vaccine research before the Russia announcement, one of many trials globally because scientists need to test on a diverse array of volunteers. However, the first viable vaccine is likely to come from a nation with many resources, leading to fears at the WHO and elsewhere that instead of cooperating, developed nations could put themselves first when a vaccine emerges.  Vietnam was also taking COVID-19 seriously before its peers, but the fight intensified in July when it reported its first ever death from the disease. It has now jumped on the possibility of a vaccine, following a pattern of attacking the pandemic aggressively. Still people need to keep taking safety measures and not pin all their hopes on a vaccine, said Vu Duc Dam, the Deputy Prime Minister of Vietnam who has been leading the pandemic efforts. “Because we controlled the disease well for a long time, people have become more negligent,” he said this month. “It’s time to remind ourselves that the pandemic is still going on and the vaccine will only be available to everyone in at least one year. We must strengthen measures to safely live together with the disease.”

Голова Верховної Ради України Олександр Разумков в ексклюзивному коментарі Радіо Свобода розповів про долю звернення до парламенту голови української делегації в Тристоронній контактній групі Леоніда Кравчука щодо проведення місцевих виборів на окупованих територіях Донбасу.

Як сказав він у прямому ефірі трансляції Радіо Свобода зі офіційних святкових урочистостей із нагоди Дня Незалежності і з маршу захисників України, згаданий лист Кравчука надійшов до Верховної Ради в п’ятницю, 21 серпня, і перший заступник голови парламенту спрямував його на розгляд профільного комітету, який буде вивчати це питання.

«Станом на сьогодні я не чув інших позицій від залучених до цього процесу і від представників офісу президента, представників у Тристоронній контактній групі, хотілося б зрозуміти і їхню позицію, – сьогодні ми бачимо, що в нас і на прилеглих територіях до лінії зіткнення ми не завжди можемо провести вибори, ви це бачите, – тому що найголовніше, що є в кожній державі, – це життя і здоров’я людей, і ніякі вибори цього не варті», – сказав Разумков.

Але, за його словами, це не зірве місцевих виборів загалом, бо, «згідно з Конституцією, вибори повинні відбутися».

На 25 серпня, на 11-у годину, «у зв’язку з пропозицією президента України» скликана позачергова сесія Верховної Ради, але серед шести перелічених пунктів її порядку денного розгляд листа Кравчука не вказаний.

Разумков не уточнив, який комітет профільний у розгляді цього листа. 25 серпня на 10.20 призначене засідання комітету з питань організації державної влади, місцевого самоврядування, регіонального розвитку та містобудування, але порядок денний засідання на цей час не оприлюднювали. Як мовиться на сайті Верховної Ради, передбачено онлайн-трансляцію цього заходу.

Після засідання ТКГ 19 серпня стало відомо, що Росія поставила за умову продовження переговорів перегляд постанови Верховної Ради від 15 серпня про призначення на 25 жовтня місцевих виборів в Україні, яка не передбачає нині проведення таких виборів на окупованих територіях Донбасу і Криму. Офіс президента України повідомив про те засідання, що «Леонід Кравчук проінформував учасників ТКГ про направлення в рамках підготовки до місцевих виборів в Україні звернення до Верховної Ради з пропозицією розглянути питання щодо відповідності Постанови Верховної Ради «Про призначення чергових місцевих виборів у 2020 році» Закону України «Про особливий порядок місцевого самоврядування в окремих районах Донецької та Луганської областей», а також Комплексу заходів з виконання Мінських угод, який був підтриманий резолюцією Ради Безпеки ООН 2202 (2015)».

26 липня президент Росії Володимир Путін у розмові з українським колегою Володимиром Зеленським, за повідомленням Кремля, назвав ту постанову «такою, що суперечить мінським угодам і ставить під загрозу перспективи врегулювання». Відтак делегація Росії в ТКГ заблокувала подальші переговори, вимагаючи зміни цієї постанови.

Кремль домагається проведення місцевих виборів на окупованій частині Донбасу, які мали б визнати Україна і світова спільнота, разом із місцевими виборами в решті України, крім Криму, вже цієї осені без виконання Росією безпекових вимог для проведення таких виборів, щоб легітимізувати створені там нею маріонеткові утворення. Київ дотепер відкидає таку можливість і вимагає спершу виконання таких вимог, як виведення російських військ, роззброєння незаконних місцевих збройних формувань, повернення українського правопорядку, відновлення контролю за кордоном із Росією тощо; позицію України фактично підтримують її західні союзники.

Tens of Thousands Rally in Belarus, Call for Lukashenko to Resign

Tens of thousands of people rallied in the Belarus capital Sunday and called for President Alexander Lukashenko to resign after disputed election results, a postelection crackdown, and a heavy military presence in the city.Protesters, many wearing and waving the opposition’s colors of red and white, chanted “freedom” and “we will not forget, we will not forgive” as they walked in the Minsk city center. Росія: Яшин планує подати запит у ФСБ через дані про стеження за Навальним

Російський опозиціонер, московський муніципальний депутат Ілля Яшин заявив, що направить депутатський запит директору ФСБ Росії через статтю про стеження співробітників силових структур за політиком Олексієм Навальним, який зараз перебуває на лікуванні в Німеччині після ймовірного отруєння. Про це Яшин написав у фейсбуці 23 серпня.

«Чому співробітники спецслужб здійснюють стеження за опозиційним політиком? З якого дива легальна передвиборна діяльність у Росії контролюється силовими структурами? Чи усвідомлюють керівники силових структур, що вони організували політичне стеження, яке прямо заборонене конституцією? І ще одне питання: якщо ви так щільно контролювали Навального, то як же вийшло, що він у результаті лежить у комі?» – заявив Яшин.

Видання «Московський комсомолець» 21 серпня опублікувало матеріал, в якому з посиланням на анонімні джерела в силових структурах йшлося про те, що за опозиціонером Навальним під час його поїздки до Сибіру велося приховане стеження ФСБ.

Видання повідомило, де був політик, з ким зустрічався, що їв і пив перед тим, як йому стало зле в літаку по дорозі до Москви.

20 серпня Навальний летів із Томська в Москву. У польоті йому стало зле, і він знепритомнів. Екіпаж екстрено посадив літак в Омську. Навального відправили в реанімацію місцевої лікарні і підключили до апарату штучної вентиляції легенів.

22 серпня спецлітак із Німеччини доставив опозиціонера в Берлін. Соратник Навального Леонід Волков повідомив, що переліт оплатив бізнесмен і філантроп Борис Зімін і фонд його сім’ї.

Родичі й близькі соратники Навального вважають, що його отруїли.

Омські лікарі спершу не коментували можливих причин стану Навального, а потім почали прямо заперечувати версію його соратників про отруєння.

Олексій Навальний упродовж останніх років разом зі своєю командою, Фондом боротьби з корупцією, здійснив серію розслідувань про діяльність багатьох представників російської влади, зокрема, колишнього голови уряду Дмитра Медведєва, наближеного до президента Володимира Путіна бізнесмена Євгена Пригожина й інших.

Лукашенко вийшов до силовиків біля своєї резиденції і пообіцяв «розібратися» з протестувальниками

Президент Білорусі Олександр Лукашенко вийшов до співробітників силових структур, які охороняли його резиденцію, палац Незалежності, подякував їм і пообіцяв «розібратися» з протестувальниками. Відео спілкування поширив близький до Лукашенка Telegram-канал «Пул первого».

«Дякую, хлопці, ви – красені. Ми з ними розберемося», – сказав Лукашенко. 

Силовики зустріли президента оплесками і вигукували, що вони з ним «до кінця».

 

За словами прессекретарки Лукашенка Наталії Ейсмонт, він був у Палаці незалежності в Мінську від ранку, працював у ситуаційному центрі, «контролюючи ситуацію», передає державна агенція БЕЛТА.

Ввечері, як заявила Ейсмонт, «коли так звані протестувальники пішли, можна сказати, на своєрідний штурм будівлі», Лукашенко також був у палаці. Потім він викликав вертоліт і здійснив обліт міста, сказала його речниця.

«Незабаром повернувшись до Палацу незалежності, президент насамперед подякував хлопцям – тим, хто захищав палац по периметру. Він також підійшов до хлопців з ОМОНу, поспілкувався з ними і подякував їм», – сказала Ейсмонт.

 

У Мінську 23 серпня зібралися, за оцінками, понад 100 тисяч людей, які вимагають відставки Олександр Лукашенка і проведення нових виборів.  Частина протестувальників дійшла до Палацу незалежності.

Протестувальники зупинилися за кілька десятків метрів від кордону силовиків, і згодом пішли від палацу.

Пізніше стало відомо, що Лукашенко прибув до резиденції з автоматом у руках і в бронежилеті.

Протести в білоруських містах тривають від 9 серпня, дня президентських виборів у Білорусі, на яких, за офіційними даними, перемогу вшосте здобув Лукашенко.

27 серпня заступник держсекретаря вирушить до Відня, щоб зустрітися з колегами в Організації з безпеки й співпраці в Європі (ОБСЄ) та обговорити питання, пов’язані з регіональною безпекою і правами людини, додали у посольстві.

Раніше повідомляли, що у Вільнюсі Біґен зустрінеться з кандидаткою на виборах президента Білорусі Світланою Тихановською, яка нині вимушено перебуває в столиці Литви. За офіційними повідомленнями американської сторони, зустріч відбудеться на знак участі США у пошуку мирного вирішення конфліктної ситуації після президентських виборів у Білорусі.

Explainer: Why Revolt in Belarus is Different From Ukraine 

A former Soviet republic on the fault line between Russia and Europe is boiling with revolt this summer. Sounds familiar — but Belarus 2020 isn’t Ukraine 2014, and that’s why it’s hard to predict what will happen next. Here is a look at what’s different this time, and why it matters: No real leader The uprising in Belarus erupted last week in a democratic vacuum, in a country where challengers to President Alexander Lukashenko are jailed or exiled and where there is no experienced parliamentary opposition. So those at the forefront of Minsk protest marches have been ordinary Belarusians, instead of established political leaders like those who helped galvanize crowds and funding for Ukraine’s 2014 protest movement, centered around the Maidan independence square in Kyiv. In Belarus, “the absence of bright leaders undoubtedly weakens the protests … Leaders bring awareness,” independent political analyst Valery Karbalevich said. So Belarusian protesters formed a new Advisory Council this week to try to “offer the street a clear plan and agenda,” he said. However, opposition figure Maria Kolesnikova argues that the mass protests this month in Minsk, which came together in decentralized clusters via messaging app Telegram, show that Belarusians no longer need a vertical hierarchy telling them what to do. And a leaderless protest has one key advantage, she said: “It cannot be beheaded.” Orderly protests When unprecedented crowds of 200,000 people marched through the tidy, broad avenues of Minsk on Sunday, they came to a halt at red traffic lights, waiting obediently until they turned green. In Ukraine, by contrast, “protesters burned tires and threw Molotov cocktails,” said Syarzhuk Chyslau, leader of the Belarusian White Legion organization. That’s in part because the Minsk marches lack the kind of far-right and neo-Nazi militant groups that joined Ukraine’s uprising and fanned the violence. It’s also because Belarusians aren’t driven by the deep-seated anger at Russian influence that fueled Ukraine’s uprisings in 2004 and 2014, or Georgia’s ground-breaking Rose Revolution in 2003. While Ukraine has been geopolitically split between pro-West and pro-Russian camps since the Soviet Union collapsed in 1991, Belarusians are broadly Moscow-friendly. Not a single European Union flag has appeared at the Minsk rallies, and the protesters aren’t pursuing NATO membership at the Kremlin’s expense; they just want to freely choose their own leader after an election they believe was stolen from them. Pavel Latushko, a former Lukashenko loyalist now on the protesters’ Advisory Council, hopes this could allow Belarusians to count on help from both Brussels and Moscow to settle the current tensions. “If the EU and Russia together acted as a mediator in resolving the Belarusian crisis, this would be an ideal option,” Latushko told The Associated Press. Economics While Ukraine’s protest movement built a huge tent camp in the center of Kyiv, complete with food delivery and security forces, the only perks for protesters in Belarus so far are bottles of water. “There are no oligarchs in Belarus who would give money for hot meals, medical treatment and tents. Even to pay police fines, Belarusian protesters collect money themselves,” analyst Alexander Klaskouski said. Unlike Ukraine’s largely privatized economy, Belarus’ economy remains 80% state-run, and little has evolved since the Soviet era. That makes it even more remarkable that workers at state-run factories have joined this week’s protests and strikes. “The structure of the economy allowed Ukrainians not to be afraid of the state, which in Belarus could throw any person out on the street with nothing at all,” said Klaskouski. The EU and U.S. also had economic interests in Ukraine before its 2014 uprising, but have only a marginal role in the largely closed-off Belarusian economy. Moscow’s role Given that, the Kremlin can’t easily portray Belarus’ protests as a Western-backed effort to sow chaos in its backyard the way it could in Ukraine. Russia used that argument to justify its annexation of the Crimean Peninsula and backing for separatist rebels in eastern Ukraine in a war that still simmers, six years on. But Russia’s role in Belarus is pivotal, as the country’s top trade partner and main military ally. So far, Russian President Vladimir Putin has made it clear to Germany and France that they should steer clear of any interference, but hasn’t revealed how he wants to deal with the protesters or with Lukashenko, the only leader in the former Soviet space who’s been in power longer than Putin himself. Potential parallels Ukraine has been a cacophonous democracy for much of the 29 years since winning independence from the USSR, and Belarus is dubbed Europe’s last dictatorship — but they share some similarities. “Lukashenko made the same mistake as [former Ukrainian President Viktor] Yanukovych — he began to brutally beat peaceful protesters, which sparked a tsunami of popular protest, insulted dignity and triggered a revolution,” said analyst Vladimir Fesenko, director of the Penta Center in Kyiv. Belarusian economist Dmitry Rusakevich, 46, participated in the Kyiv protests on the Maidan, and now goes out to Minsk’s Independence Square every evening. “Maidan woke up Belarusians and showed that we need to fight for freedom,” he said. “It took the calm Belarusians a long time to muster the courage to say no to the dictator.”

Comatose Russian Dissident Visited by Wife in Berlin Hospital

The wife of Russian dissident Alexei Navalny, who is being treated for suspected poisoning at a Berlin hospital, visited her husband Sunday, according to the Associated Press.Yulia Navalnaya and an aide did not speak to reporters as they entered the German capital’s Charité hospital to see Navalny. He is in an induced coma and breathing with the aid of a ventilator.Navalny, who was flying to Moscow from Siberia Thursday, fell ill during the flight, prompting the plane to make an emergency landing in Omsk, in Siberia. Тисячі протестувальників підійшли до резиденції Лукашенка в Мінську, силовики перекрили підхід

Кілька тисяч людей – учасників протестів, які 23 серпня продовжуються в столиці Білорусі Мінську, рушили проспектом Переможців до Палацу незалежності, який є однією з резиденцій Олександра Лукашенка.

Підходячи, люди вигукували «Трибунал!». Як повідомляє білоруська служба Радіо Свобода, біля палацу стоять близько тисячі представників ОМОНу зі щитами, за ними – спецтехніка і водомети.

Люди закликали омонівців опустити щити.

 

Загалом на проспекті Переможців перебувають десятки тисяч протестувальників.

Близько 19:00 гелікоптер з урядовою символікою вилетів з території Палацу незалежності, зробив коло над заводом Атлант і повернувся. Люди привітали його криками «Відлітай!», повідомляє кореспондент білоруської служби Радіо Свобода.

 

Телеграм-канал Nexta повідомив, що Лукашенко полетів із резиденції, натомість провладний телеграм-канал «Пул Первого» стверджує, що Олександр Лукашенко «прилетів на місце подій» – до Палацу незалежності. Там же опубліковане відео, на якому видно Лукашенка в бронежилеті, який виходить з вертольота з автоматом в руці. 

У Мінську 23 серпня зібралися, за оцінками, понад 100 тисяч людей, які вимагають відставки Олександр Лукашенка і проведення нових виборів. Схожі акції відбуваються по всій Білорусі. Лавров побачив «ознаки нормалізації ситуації» в Білорусі і застеріг від «українського сценарію»

Міністр закордонних справ Росії Сергій Лавров 23 серпня заявив, що Росія прийме будь-яке рішення влади Білорусі щодо діалогу з громадянами. У той же час він застеріг від «українського сценарію» і зазначив, що вважає перспективним курс на конституційну реформу в Білорусі.

«Ми будемо не проти будь-якого рішення, яке ухвалить білоруське керівництво щодо діалогу зі своїм населенням, але коли Захід говорить, що тільки посередництво за участю західних країн буде ефективним, – звичайно, у всіх свіже в пам’яті, як це було в Україні, де західне посередництво обернулося повною недоговороздатністю», – заявив Лавров.

При цьому голова МЗС Росії зазначив, що «білоруський народ сам вирішить, як йому виходити з цієї ситуації».

 

Лавров також заявив, що є «явні ознаки нормалізації ситуації», при цьому він заявив, що є «охочі зробити мирний перебіг, в якому зараз проходить розвиток подій у Білорусі, насильницьким, спровокувати кров, і все перевести на український сценарій».

Лавров згадав про конституційну реформу в Білорусі, про яку 17 серпня заявив чинний президент Олександр Лукашенко. «Нам здається, що це той самий шлях, який є вельми перспективним», – підкреслив голова російського МЗС.

У той же час, на думку Лаврова, політична програма опонентки Лукашенка Світлани Тихановської є «неконструктивною» і не націлена «на досягнення національної згоди».

 

Сама Тихановська заявляла, що у неї немає політичної програми, а є лише кілька тез: основні з яких – незалежність Білорусі, звільнення політв’язнів і нові вибори.

Коментуючи порушення кримінальної справи проти Координаційної ради білоруської опозиції, Лавров зазначив, що «деякі її дії, такі як заклик до представників силових органів переходити на бік протестувальників, у тому числі за винагороду, фактично є закликами до зради батьківщині».

 

Насправді Координаційна рада закликає силовиків не виконувати злочинні накази чинної влади і пропонує допомогу тим, хто підпав під репресії через свою громадянську позицію.

Голова МЗС Росії відзначив також, що «після сплеску насильства в перші кілька днів зараз немає жодних свідчень, що ці протести здійснюються із застосуванням сили».

Росія дуже хоче «бути корисною» Білорусі у зв’язку зі складною ситуацією там, зазначив Лавров. Він також повідомив, що президент Росії Володимир Путін «завжди відповідає на дзвінки своїх іноземних колег, які стурбовані ситуацією в Білорусі», також ведуться контакти на рівні зовнішньополітичних відомств.

У Білорусі від 9 серпня тривають протести з вимогою відставки Олександра Лукашенка, який є президентом Білорусі понад 26 років.

Зеленський передав підрозділам ЗСУ зброю і військову техніку

У День Державного прапора України президент Володимир Зеленський передав до підрозділів Збройних сил України для виконання завдань 132 зразки озброєння та військової техніки, 38 одиниць засобів зв’язку та 78 приладів спостереження, повідомила пресслужба Офісу президента.

Thousands of Belarusians Gather for Anti-Lukashenko Rally as Army Issues Warning

At Least 4 People Died, 11 Missing in Turkey’s Black Sea Province 

At least four people have died and 11 are missing after heavy rain caused flooding along Turkey’s Black Sea coastline, the interior minister said Sunday. The fatalities included a police officer whose vehicle was swept away by the floods. Visiting the hardest hit town of Dereli, in Giresun province, Suleyman Soylu said that 127 people had been rescued. Soylu also said that roads to 118 villages in the region remain closed. Television footage showed vehicles and debris floating on the main road of Dereli, about 20 kilometers inland. Heavy rain Saturday evening forced the evacuation of apartment buildings after landslides in Rize province, 180 kilometers east of Giresun. According to meteorologists, heavy storms are expected in Giresun and the neighboring provinces of Trabzon, Rize and Artvin later Sunday.

Німецька поліція цілодобово охороняє шпиталь, куди доставили Навального – ЗМІ

Німецька поліція встановила цілодобову охорону біля клініки «Шаріте» у столиці Німеччини Берліні, куди доставлений російський політик Олексій Навальний. Як повідомляє видання «МБХ медіа», біля клініки чергують кілька автобусів поліції, а також близько 10 поліцейських, які переміщаються по периметру групами по двоє-п’ятеро.

Вранці 22 серпня Навального доставили в Берлін із російського Омська, де він перебував у лікарні швидкої допомоги в комі, підключений до апарату ШВЛ.

Навальний потрапив до лікарні в Омську після того, як йому стало зле в літаку під час польоту і літак був змушений до термінової посадки в цьому російському місті 20 серпня. Лікарі в омській лікарні твердили, що «діагноз» Навального – порушення обміну речовин і різке падіння рівня цукру в крові; особистий лікар опозиціонера наголосила, що це симптоми його стану, але ніяк не «діагноз».

Також омські лікарі спершу не коментували можливих причин стану Навального, а потім стали прямо заперечувати версію його соратників про отруєння.

Олексій Навальний упродовж останніх років разом зі своєю командою, Фондом боротьби з корупцією, здійснив серію розслідувань про діяльність багатьох представників російської влади, зокрема, колишнього голови уряду Дмитра Медведєва, наближеного до Путіна бізнесмена Євгена Пригожина й інших.

В Україні виявили 1987 нових випадків COVID-19 – РНБО

В Україні на COVID-19 минулої доби захворіли ще 1987 людей, свідчать дані системи моніторингу Ради національної безпеки й оборони. Одужали за добу 500 людей, 27 – померли.

Всього від початку пандемії в Україні виявили 104 958 випадків захворювання, одужали за цей час понад 52 тисячі людей, померли 2271.

Станом на 23 серпня у світі кількість інфікованих СOVID-19 перевищила 23 мільйони людей, померли понад 804 тисячі, одужали майже 15 мільйонів.

У Мінську проходить «Марш нової Білорусі»

У столиці Білорусі Мінську на 15-й день протестів проти офіційних результатів президентських виборів проходить акція «Марш нової Білорусі».

Очікується, що на акції виступлять лідери Координаційної ради опозиції, створеної з ініціативи кандидатки в президенти Світлани Тіхановської. Подібні акції заплановані і в інших містах Білорусі.

9 серпня в Білорусі відбулися вибори президента, які ні опозиція, ні міжнародна спільнота не визнали вільними та справедливими. ЦВК Білорусі оголосила переможцем виборів чинного президента Олександра Лукашенка, який балотувався на шостий термін поспіль, набравши 80,1% голосів, його головна суперниця Світлана Тихановська – 10,1%. Відтоді Білоруссю котиться хвиля протестів, включно зі страйками на деяких підприємствах. МВС Білорусі повідомило про понад 7 000 затриманих, під час придушення протестів загинули три людини.

Тихановська зараз перебуває у Литві. Вона заявила, що ініціює створення Координаційної ради для передачі влади в Білорусі. Генеральна прокуратура Білорусі повідомила про порушення кримінальної справи за статтею про захоплення влади через створення координаційної ради опозиції. 21 серпня у ЄС закликали Мінськ закрити цю кримінальну справу.

Днями стало відомо, що влада Білорусі заблокувала доступ до сайту Радіо Свобода і ще понад 40 видань на території країни. Одним із основних каналів інформування тепер став Telegram-канал білоруської служби Радіо Свобода, на який можна підписатися тут.

Тегеран готовий до переговорів щодо компенсацій за збитий український літак – авіаційна влада Ірану

Іран готовий до переговорів щодо компенсації за збитий у небі біля Тегерана на початку року український літак. Про це, як повідомила 22 серпня державна іранська агенція IRNA, заявив голова Авіаційної організації Ірану Тураджі Зангане.

«Без сумніву, Іран взяв на себе відповідальність за цю помилку, тому він повністю готовий до переговорів щодо компенсацій», – сказав Зангане.

Він повідомив, що питання компенсацій було ключовим на перших переговорах з представниками постраждалих країн, наступна зустріч запланована на жовтень в Тегерані.

Також Зангане запевнив, що надалі політ над іранським небом буде безпечним і надійним.

Літак Boeing 737-800NG із реєстраційним номером UR-PSR авіакомпанії «Міжнародні авіалінії України» рейсу PS752 з Тегерану до Києва був збитий невдовзі після вильоту з міжнародного аеропорту столиці Ірану вранці 8 січня. Загинули всі 176 людей, які були в літаку, – 167 пасажирів і 9 членів екіпажу. Серед загиблих – громадяни семи країн, у тому числі 11 українців (усі 9 членів екіпажу і 2 пасажирів).

Лише вранці 11 січня в Ірані після кількох днів заперечень офіційно визнали свою вину за збиття українського літака з зенітно-ракетного комплексу своєї протиповітряної оборони, яке назвали помилковим, і взяли на себе відповідальність. Пізніше стало відомо, що Іран надіслав Україні проєкт меморандуму про взаєморозуміння, згідно з яким Київ і родини загиблих мають погодитися списати причину катастрофи на «людську помилку» і відмовитися від права позиватися до призвідників збиття літака в судах. Україна відкидає таку пропозицію.

30 липня в Києві за участі іранської делегації розпочалися переговори щодо компенсацій за збиття Іраном літака авіакомпанії «Міжнародні авіалінії України» рейсу PS752.

Belarus Blocks Scores of News Sites Amid Protest, International Outcry

A Minsk-based journalism trade group is calling on the Belarusian Information Ministry to immediately unblock more 50 news media websites in what they’re describing as a virtual blackout of reporting on protests over authoritarian President Alexander Lukashenko’s bid to extend his 26 years in power.Analyst Franak Viačorka first reported the shutdowns late Friday, which included sites for the U.S.-funded Radio Liberty, a USAGM-run sister agency of VOA, Polish-funded satellite TV channel Belsat, Minsk-based EuroRadio, Belarusian sports news outlet Tribuna, and many others.⚡️Breaking! US WeChat Users sue Trump Over Order Banning Messaging App

Some U.S.-based users of WeChat are suing President Donald Trump in a bid to block an executive order that they say would effectively bar access in the U.S. to the hugely popular Chinese messaging app.The complaint, filed Friday in San Francisco, is being brought by the nonprofit U.S. WeChat Users Alliance and several people who say they rely on the app for work, worship and staying in touch with relatives in China. The plaintiffs said they are not affiliated with WeChat, nor its parent company, Tencent Holdings.In the lawsuit, they asked a federal court judge to stop Trump’s executive order from being enforced, claiming it would violate its U.S. users’ freedom of speech, free exercise of religion and other constitutional rights.“We think there’s a First Amendment interest in providing continued access to that app and its functionality to the Chinese-American community,” Michael Bien, one of the plaintiffs’ attorneys, said Saturday.Trump on August 6 ordered sweeping but vague bans on transactions with the Chinese owners of WeChat and another popular consumer app, TikTok, saying they are a threat to U.S. national security, foreign policy and the economy.The twin executive orders — one for each app — are expected to take effect September 20, or 45 days from when they were issued. The orders call on Commerce Secretary Wilbur Ross, who is also named as a defendant in the U.S. WeChat Users Alliance lawsuit, to define the banned dealings by that time.It remains unclear what the orders will mean for the apps’ millions of users in the U.S., but experts have said the orders appear intended to bar WeChat and TikTok from the app stores run by Apple and Google. The Citizen Lab internet watchdog group in Toronto have said WeChat monitors files and images shared abroad to aid its censorship in China.Even so, the U.S. WeChat Users Alliance complaint argued that losing access to the app would harm millions of people in the U.S. who rely on it, noting it is the only app with an interface designed for Chinese speakers.“Since the executive order, numerous users, including plaintiffs, have scrambled to seek alternatives without success. They are now afraid that by merely communicating with their families, they may violate the law and face sanctions,” according to the complaint.

TikTok says It’ll Sue Over Trump Crackdown

Russian Dissident Being Treated at Berlin Hospital

Russian dissident Alexei Navalny is being treated at Berlin’s renowned Charite Hospital for suspected poisoning, after he was transported from the Siberian city of Omsk to Germany on Saturday.The Russian opposition leader is currently in a coma and breathing through a ventilator.Charite said in a short statement that it had admitted Navalny and was carrying out an “extensive medical diagnosis.” The hospital has not given any details about Navalny’s condition.Jaka Bizilj, founder of the Cinema for Peace that facilitated the evacuation of Navalny to Germany in a chartered medical plane, said his condition was stable.”The good news is that he’s stable, so the whole travel did not affect him,” Bizilj said. “But there is no reason to celebrate, because he is in a very critical condition. So, the real work starts now with the doctors at the Charite,” he said.Family and associates of Navalny believe he was poisoned with a cup of tea at an airport where he was to board a plane to Moscow, and blamed Russian President Vladimir Putin. Посольство України в Фінляндії домоглося виправлення «російського Криму» в провідній медіакомпанії країни

Посольство України в Фінляндії домоглося виправлення хибного позначення українського Криму як нібито території Росії на мапі в публікації провідної медіакомпанії країни, громадської телерадіокомпанії Yle.

Як заявило посольство в соцмережах 22 серпня, воно привернуло увагу новинного каналу компанії Yle Uutiset «до факту, що позначати на мапах Крим, який був незаконно анексований в України 2014 року, як частини Росії неприйнятно», і вимагало змінити мапу.

Трохи більш як через годину посольство оприлюднило новий допис, у якому висловило вдячність за швидку реакцію і виправлення мапи і висловило сподівання, що «такі сумні помилки не стануться в майбутньому».

При цьому посольство подало посилання на сайт ранкової суботньої телепередачі каналу, де було поміщене спеціальне повідомлення про виправлення помилкової мапи і наголошено, що Фінляндія вважає кримський «референдум» неконституційним і незаконним за українським законодавством.

Схожі інциденти з публікаціями мап, де Крим помилково позначений як нібито частина Росії, стаються регулярно. Українські дипломати звертаються з вимогою виправляти такі помилки. У більшості випадків до них дослухаються.

Міністерство закордонних справ України ще з кінця 2015 року здійснює проєкт «Крим на карті світу» і закликає небайдужих повідомляти про факти некоректного зображення належності Криму. Цей проєкт має на меті відстежувати некоректне позначення на мапах окупованого українського Криму як «російського». Перший етап стосувався друкованих і електронних мап, другий етап, розпочатий улітку 2017 року, націлений на навігаційні системи і продукти.

Зеленський про ситуацію в Білорусі: на місці Лукашенка провів би через місяць нові вибори

Президент України Володимир Зеленський заявив із приводу нинішньої ситуації в Білорусі, що, якби був на місці чинного білоруського президента Олександра Лукашенка, через місяць провів би нові, чесні вибори під міжнародним моніторингом.

В інтерв’ю європейському телеканалові «Євроньюз», яке мають оприлюднити повністю 25 серпня, а наразі опублікували 22 серпня лише невеликий уривок, Зеленський сказав: «Якби мене запитали, що б я зробив на місці Олександра Лукашенка? Чесно? Уявімо, що я впевнений у собі. Впевнений у виборі народу. Я впевнена людина. Як я можу заспокоїти всіх? Я б точно сказав: через місяць нові вибори – я йду, ідіть, хто хоче. Міжнародні спостерігачі – я всіх би запросив. Всіх. І сказав би народові Білорусі: будь ласка, оберіть. І після цього результату не було б питань ні в кого. Я в цьому впевнений. Якби Олександр Григорович (Лукашенко – ред.) переміг – він би переміг. А якби перемогла інша людина – значить, інша. Але все було б спокійно, без крові, чесно – і ввійшло би в історію».

Влада президента України Володимира Зеленського не виступала з настільки різкою критикою проведення президентських виборів у Білорусі, як західні союзники Києва, і не заявляла про невизнання офіційно оголошених результатів цих виборів, але також і не вітала Лукашенка з заявленою перемогою, як то вже зробили в кількох країнах світу, починаючи з Росії.

Від вечора дня президентських виборів 9 серпня, коли в Білорусі оголосили перші офіційні результати цих виборів, і дотепер по всій країні щодня тривають акції протесту. У неділю 16 серпня вони стали, ймовірно, наймасовішими в історії країни – на вулиці вийшли сотні тисяч людей.

За твердженням офіційних результатів, Олександр Лукашенко переобраний на шостий термін із більш ніж 80 відсотками голосів, а його головна суперниця Світлана Тихановська отримала понад 10 відсотків. І в Білорусі, і за її межами офіційні результати виборів широко вважають сфальсифікованими. За численними повідомленнями про реальні результати з місць припускають, що насправді Тихановська могла якщо не перемогти в першому турі, то принаймні вийти в другий тур виборів.
