У Словаччині пошта країни представила нову поштову марку із зображенням дівчини в захисній масці як символі боротьби з коронавірусом.
Разом із маркою, повідомила Словацька пошта, 21 серпня був представлений і конверт першого дня (FDC) з відповідною печаткою, які теж містять зображення захисної маски і умовне зображення коронавірусу.
Представниця Словацької пошти у зв’язках із громадськістю Зузана Ковачичова наголосила, що виданням марки із зображенням дівчини в захисній масці пошта прагнула «вказати на необхідність дотримання головних принципів безпеки: R.O.R. – Ruka – Odstup – Rúško (Рука – Дистанція – Маска), з допомогою яких ми оберігаємо не лише себе, а й людей навколо нас».
Автором марки є відомий словацький художник Карол Фелікс. Її розмір 44×32 мм. Вартість марки 2 євро.
За інформацією Міністерства охорони здоров’я Словаччини, станом на 22 серпня в країні інфіковано коронавірусом 3 316 людей, вилікувано 2 147 людей, померло 33 людей.
Із метою вчасного виявлення захворювання у Словаччині проведено тестування 311 099 людей.

Європейський суд із прав людини (ЄСПЛ) призначив забезпечувальні заходи через госпіталізацію російського опозиційного політика Олексія Навального в лікарню швидкої допомоги №1 у місті Омську. Рішення опубліковане на сайті суду.
Суд зобов’язав російську владу надати дружині Олексія Навального, Юлії Навальній, медичну карту чоловіка, допустити до нього його лікаря і проінформувати суддів про лікування політика.
Зранку 22 серпня Навального перевели до берлінської клініки «Шаріте».
Олексій Навальний із 20 серпня перебував у реанімації в омській лікарні: йому стало зле під час рейсу Томськ – Москва, пасажирський літак екстрено посадили в Омську. Політик перебуває в комі. Його діагноз невідомий.
Увечері 21 серпня лікарі лікарні в Омську дозволили відправити Олексія Навального на лікування до Німеччини. Цей дозвіл був отриманий після чергового консиліуму, в якому брали участь лікарі з Німеччини.
Літак із Німеччини прибув до Омська в першій половині дня 21 серпня. Його надіслала організація Cinema for Peace Foundation, у 2018 році вона таким же чином доставила до Німеччини учасника Pussy Riot Петра Верзилова, у якого німецькі лікарі виявили ознаки отруєння. Після приземлення Навального повинні повезти в клініку Charite.

В Ізраїлі керівник Центру боротьби з коронавірусною пандемією звернувся з листом до президента України Володимира Зеленського з проханням заборонити цього року традиційне щорічне паломництво юдеїв-хасидів до Умані на святкування єврейського Нового року через занепокоєння, що це паломництво може спричинити спалах COVID-19.
«Таке зібрання в такий неспокійний час, як очікують, спричинить масове інфікування туристів і місцевих українських мешканців, що стане важким тягарем для місцевих медичних закладів, а ще тисячі повернуться до Ізраїлю і будуть далі поширювати вірус», – написав чільний ізраїльський посадовець у боротьбі проти коронавірусу Ронні Ґамзу в листі до Володимира Зеленського, з яким ознайомилося агентство «Ройтерз».
«Закликаю вас запровадити цього року заборону на ці святкування як елемент намагань усієї світової спільноти зупинити цю жахливу пандемію», – мовиться в листі Ґамзу до Зеленського.
Ізраїльські засоби інформації, які повідомляють про цей самий лист, наводять і інші моменти з нього. Ґамзу, зокрема, зазначив, що владі Ізраїлю не вдалося значно знизити кількість нових випадків інфікування коронавірусом, а серед ультрарелігійних юдеїв, до яких належать і хасиди, показники захворюваності одні з найвищих. Крім того, автор листа висловлює занепокоєння, що ультрарелігійні юдеї можуть в Умані не дотримуватися встановлених епідеміологічних правил.
14 серпня мер Умані Олександр Цебрій публікував у фейсбуці документ Міністерства закордонних справ України від 10 липня з підписом заступника міністра Василя Боднара, в якому йшлося про те, що учасники міжвідомчої наради в МЗС дійшли спільної думки: прибуття десятків тисяч паломників-хасидів до Умані для святкування юдейського свята Рош га-Шана в традиційному форматі цього року неможливе. Таке рішення ухвалено через епідемічну ситуацію в Ізраїлі, який перебуває в «червоній» зоні за показниками захворюваності на коронавірусну хворобу COVID-19, заборону проведення масових заходів в Україні, необхідність створення великої кількості місць для обсервації, складність контролю правоохоронцями дотримання паломниками режиму самоізоляції, мовилося в документі. Водночас у ньому було зазначено, що під час зустрічей і переговорів головного санітарного лікаря України Віктора Ляшка з директором департаменту міжнародної співпраці Міністерства охорони здоров’я Ізраїлю Ашером Шальмоном ізраїльська сторона повідомила, що з розумінням сприйме скасування міжнародного паломництва до Умані цього року, проте попросила завчасно повідомити про офіційну позицію української сторони.
Українська влада розглядає альтернативні варіанти святкування, наприклад, участь у заходах обмеженої кількості представників юдейської громади, онлайн-трансляція богослужінь тощо, заявляли тоді в МЗС, відповідно до тексту оприлюдненого тоді листа.
Але пізніше цей допис із фейсбуку Цебрія зник.
17 серпня Міністерство внутрішніх справ України повідомляло, що український уряд підтримав рішення обмежити відвідування іноземцями Умані під час цьогорічного святкування юдейського Нового року Рош га-Шана, але в повідомленні не було уточнено, що саме мається на увазі під згаданими в ньому «технічними обмеженнями».
А 18 серпня була оприлюднена спільна українсько-ізраїльська урядова заява, в якій уже йшлося лише про заклик до паломників із Ізраїлю утриматися від поїздок до Умані на Рош га-Шана цього року, без ніяких згадок про обмеження чи заборони.
Мер Умані Олександр Цебрій кілька днів протестував під будівлею офісу президента України в Києві, вимагаючи офіційно заборонити цьогорічне паломництво, щоб убезпечити громаду Умані від ризиків і ймовірних непередбачуваних наслідків, які можливі внаслідок святкування в місті юдейського Нового року в умовах пандемії.
Тим не менше, за повідомленнями з Ізраїлю, великі кількості паломників і далі планують їхати до Умані.
2019 року для зустрічі юдейського 5780-го Нового року, який святкували тоді з вечора 29 вересня до вечора 1 жовтня (дати святкування визначаються за традиційним юдейським календарем і щороку змінюються за календарем григоріанським; цього року воно припадає на період із вечора 18 вересня до вечора 20 вересня), до Умані Черкаської області прибули понад 30 тисяч паломників.
Могила в Умані цадика (праведника) Нахмана, засновника так званої брацлавської течії хасидизму, – одна з найшанованіших святинь і місце паломництва для представників цієї течії. Усі юдеї з цієї течії хасидизму вважають своїм обов’язком побувати хоча б раз у житті на могилі цадика Нахмана і вірять, що новий рік, який вони зустріли на святі Рош га-Шана в Умані, обов’язково буде для них щасливим.
21 серпня число випадків коронавірусної інфекції в 9-мільйонному Ізраїлі перевищило 100 тисяч, 809 людей від цього захворювання померли.

Президент України Володимир Зеленський не бачить підстав для зміни майданчика переговорів у межах Тристоронньої контактної групи (ТКГ) щодо ситуації на Донбасі.
«Ми вдячні кожній країні, яка нам пропонує майданчик для цих важливих перемовин, але зараз усі розмови в форматі Мінська відбуваються у відеоформаті через COVID-19. Тому я вважаю, що від майданчика зараз, чи від міста, чи місця це не залежить зовсім. Залежить тільки від людей, які залучені до ТКГ. Тому я думаю, що дуже рано говорити про зміну міста. І я вважаю, що неправильно особливо зараз це робити», сказав Зеленський в інтерв’ю телеканалу «Україна 24».
Раніше міністр закордонних справ Дмитро Кулеба заявив, що Тристороння контактна група через пандемію коронавірусної інфекції продовжить засідання в режимі онлайн, питання про зміну мінського переговорного майданчика через події в Білорусі наразі не стоїть.
Обурення частини українського суспільства викликали останні дії білоруської влади, зокрема, затримання в Мінську громадян України без будь-яких правових підстав. Також Білорусь вирішила передати Росії понад 30 затриманих під Мінськом членів так званої «приватної військової компанії Вагнера», більшість із яких українська влада вважає причетними до злочинів на Донбасі. Київ звертався до влади Білорусі із запитом про екстрадицію цих осіб, але в Мінську ухвалили рішення повернути затриманих до Росії.
У Білорусі майже два тижні тривають масові акції протесту, учасники яких незгодні з офіційними результатами виборів. У перші дні протестів силовики затримали кілька тисяч учасників протестів. Демонстранти заявляли про побиття і тортури з боку співробітників органів внутрішніх справ.
9 серпня в країні відбулися президентські вибори. ЦВК 14 серпня оголосила остаточні результати, згідно з якими чинний глава держави Олександр Лукашенко, який керує країною з 1994 року, набрав понад 80% голосів виборців, а опозиційна кандидатка Світлана Тихановська – трохи більш як 10%.

“We’ve made progress on tackling hate speech on our platform, but we need to do more,” Facebook India’s managing director Ajit Mohan said in an online post that denied any bias.
Facebook executives have been ordered to appear before a parliamentary panel to answer questions on how the company regulates content in the country.
The company is under scrutiny after an Aug. 14 Wall Street Journal report quoted unnamed former and current Facebook executives saying a senior public policy executive had “opposed applying hate-speech rules” to a BJP legislator and at least three other Hindu nationalist individuals and groups linked with the BJP although they had been flagged by staff.
The Journal report referred specifically to T. Raja Singh, a BJP legislator in the southern Telangana state, who in Facebook posts and public appearances had said that mainly Muslim Rohingya refugees from Myanmar should be shot, called Muslims traitors, and threatened to raze mosques.
The newspaper reported that staff members policing the platform flagged the posts in March this year as violating the company’s hate speech rules but were told punishing violations by politicians from India’s ruling party would damage the company’s business prospects in the country.

Platforms such as Facebook and WhatsApp have become primary campaigning tools for the BJP and other political parties – with the spread of smartphones in the country the reach of social media has expanded exponentially. In particular, the spectacular rise of Prime Minister Narendra Modi and the BJP in India is partly credited to sophisticated digital campaigns by the party.
The Journal report has triggered a political storm, with the opposition Congress Party accusing the social media company of favoring the BJP and the party denying allegations of preferential treatment.
In the wake of the newspaper report, Congress Party leader Rahul Gandhi tweeted that “BJP & RSS control Facebook & Whatsapp in India. They spread fake news and hatred through it and use it to influence the electorate.” “RSS” refers to the Rashtriya Swayamsevak Sangh, a Hindu nationalist organization often called the BJP’s ideological parent.
In a reference to Gandhi’s tweet, Information Technology Minister Ravi Shankar Prasad, told a press conference that “losers who cannot influence people even in their own party keep cribbing that the entire world is controlled by BJP.”
After the Journal report turned the spotlight on how the social media giant regulates political content in India, a parliamentary panel on information technology has summoned Facebook executives on Sept. 2 to question them about prevention of misuse of social and online news media platforms. Facebook has not commented on the parliamentary summons.

Організація Об’єднаних Націй закликає владу Білорусі негайно звільнити всіх, хто був незаконно затриманий під час акцій протесту, і припинити затримувати людей за здійснення їхніх прав на свободу висловлення поглядів та свободу мирних зібрань. Про це заявила речниця Верховного комісара ООН з прав людини Ліз Тросселл на брифінгу в Женеві.
Білорусь «зобов’язана забезпечити ведення повних і точних записів про всіх осіб, яких тримають під вартою», а також своєчасно інформувати членів їхніх сімей і адвокатів про те, де їх утримують, наголосили в ООН.
В організації повторили заклик Верховного комісара з прав людини до негайних, ретельних, незалежних і неупереджених розслідувань усіх тверджень про порушення прав людини.
В ООН також занепокоєні, що доля і місце перебування щонайменше восьми людей, які зникли після початку протестів 9 серпня, залишаються невідомими, і закликали білоруську владу переглянути свою позицію відмови від співпраці зі Спеціальним доповідачем ООН з питань Білорусі.

Президент США Дональд Трамп висловив побоювання, що результати виборів у листопаді не стануть відомі навіть через декілька тижнів після дня волевиявлення, повідомляє «Голос Америки».
«Результати цих виборів будуть невідомі, на мою думку, протягом тижнів, місяців, а, можливо, взагалі ніколи. Можливо, знадобляться роки, а можливо, вони ніколи не стануть відомими, бо після того, як мине перший тиждень після виборів, уже нічого невідомо», – заявив президент США у виступі перед консервативним об’єднанням «Рада національної політики» 21 серпня.
Трамп і раніше заявляв про ризики для процесу голосування в країні, зокрема через те, що цього року, з огляду на пандемію, ще більшого поширення набуде голосування поштою.
У США, як з боку адміністрації Трампа так і з боку опозиційної Демократичної партії США висловлюються побоювання, що вибори восени будуть проблемними.
Президент США принципово виступає проти голосування поштою, заявляючи, що воно є незахищеним і призведе до фальсифікації результатів виборів. Натомість критики закидають адміністрації Трампа умисне створення кризи в Поштовій службі США напередодні виборів через реформу служби. Тривалий час робота Поштової служби ускладена, спостерігаються помітні затримки доставки тощо.

A former U.S. Army Special Forces officer was arrested on Friday on charges of spying for Russia, the second foreign espionage case announced by federal prosecutors this week.Peter Rafael Dzibinski Debbins, 45, who first visited Russia in 1994 as a teenager and is married to a Russian national, allegedly worked for Russian military intelligence from 1996 to 2011, periodically visiting the country and sharing sensitive U.S. military information with Russian agents, according to a 17-page indictment unsealed Friday in the Eastern District of Virginia.The case comes four days after former CIA officer Alexander Yuk Ching Ma was charged in federal court in Honolulu with spying for China. “Two espionage arrests in the past week — Ma in Hawaii and now Debbins in Virginia — demonstrate that we must remain vigilant against espionage from our two most malicious adversaries — Russia and China,” Assistant Attorney General John C. Demers said on Friday.In a statement, the Army said the allegations against Debbins, if true, “are a betrayal to his fellow soldiers and his country.”Debbins is charged with conspiring to provide U.S. national defense information to agents of a foreign government. The charge carries a maximum penalty of life in prison.Ma also faces life in prison if convicted.Debbins, of Gainesville, Virginia, served as an active duty Army officer from 1998 to 2005, first as a lieutenant in a chemical company and eventually as a captain in the elite forces known as the Green Berets.A 1997 graduate of the University of Minnesota where he was a member of the Reserve Officers’ Training Corps (ROTC), Debbins was allegedly recruited by Russian intelligence in the Russian city of Chelyabinsk in 1996 while still in college, according to the indictment.It was in Chelyabinsk that Dobbins met his now wife, the daughter of a Russian military officer. And it was there that he had his first meetings with Russian intelligence officers who gave him a code name — “Ikar Lesnikov” — and had him sign a statement saying he wanted to “serve Russia,” according to the indictment.Initially, Dobbins appears to have been motivated by a pro-Russia ideology rather than money, telling his handlers in 2000 that he “loved and was committed to Russia” as he reluctantly accepted $1,000 as “gratitude for his assistance to the Russian intelligence service.” At a 2003 meeting, he was given a bottle of Cognac and a Russian military uniform.Debbins left the army in late 2005, a year after being investigated for a “security violation” and removed from his command of a U.S. Army Special Forces Unit in Azerbaijan.Serving as a reserve officer over the following five years, Debbins continued to meet with Russian agents, providing them with classified information about the U.S. military.In the late 2000s, according to the indictment, Debbins gave the Russians classified information about his former Special Forces team’s mission and activities in Azerbaijan and Georgia, Debbins told investigators.He also gave them the names of his former team members knowing that the Russians sought the “information for the purpose of evaluating whether to approach the team members to see if they would cooperate with the Russian intelligence service,” according to the indictment.The former Green Beret is also accused of providing the Russians with the names of two U.S. counterintelligence officers who had allegedly attempted to recruit him for a program.The indictment alleges that Debbins provided all this information to the Russians “at least in part because he was angry and bitter about his time in the U.S. Army.”“Debbins also thought that Russia needed to be built up and America needed to be ‘cut down to size’,” according to the indictment.Debbins’ contacts with the Russians continued as late as January 2011 when he emailed a Russian businessman tied to Russian intelligence about a business venture, according to the indictment.“The facts alleged in this case are a shocking betrayal by a former Army officer of his fellow soldiers and his country,” Alan E. У столиці Білорусі Мінську 21 серпня вдень затримали двох журналістів Російської служби Радіо Свобода, Юлію Вишневецьку і Андрія Кисельова. Їх зупинили для перевірки документів, доставили до райвідділку міліції, і через кілька годин влада країни ухвалила вислати їх назад до Росії в супроводі працівника російського консульства.
Обоє працюють у Московському бюро Радіо Свобода. Перед їхнім від’їздом до Мінська редакція зверталася до Міністерства закордонних справ Білорусі з проханням про офіційний дозвіл на їхню акредитацію для роботи на території цієї країни для висвітлення подій після президентських виборів 9 серпня.
Іще до цих виборів, 7 серпня, в Білорусі затримали і вислали з країни трьох журналістів телеканалу «Настоящее время», створеного Радіо Свобода з участю «Голосу Америки», – Ірину Ромалійську, Івана Гребенюка (громадян України) і Юрія Баранюка (громадянина Росії). Їм оголосили про заборону в’їзду в Білорусь на 10 років.
За офіційною версією, причиною став неврегульований статус їхньої акредитації, хоча телеканал так само запросив цю акредитацію заздалегідь. Журналісти вважають, що справжньою причиною став їхній чотиригодинний телеефір каналу попереднього дня з зірваного владою мітингу опозиційної кандидатки на посаду президента Білорусі Світлани Тихановської, який тільки в соцмережах отримав понад пів мільйона переглядів.
Від самого вечора дня президентських виборів 9 серпня, коли в Білорусі оголосили перші офіційні результати цих виборів, і дотепер по всій країні щодня тривають акції протесту. У неділю 16 серпня вони стали, ймовірно, наймасовішими в історії країни – на вулиці вийшли сотні тисяч людей.
За твердженням офіційних результатів, Олександр Лукашенко переобраний на шостий термін із більш ніж 80 відсотками голосів, а його головна суперниця Світлана Тихановська отримала понад 10 відсотків. І в Білорусі, і за її межами офіційні результати виборів широко вважають сфальсифікованими. За численними повідомленнями про реальні результати з місць припускають, що насправді Тихановська могла якщо не перемогти в першому турі, то принаймні вийти в другий тур виборів.

У Міністерстві з питань реінтеграції тимчасово окупованих територій України закликали до застосування санкцій проти осіб, які переслідують українських вірян у Криму.
Як повідомили в МінТОТ, про це говорили 21 серпня віцепрем’єр-міністр Олексій Резніков, який також очолює міністерство, і архиєпископ Сімферопольський і Кримський Православної церкви України Климент.
За повідомленням, вони обговорили питання утисків релігійних прав громадян України в окупованому Росією Криму, а також «застосування санкційних обмежень щодо осіб, які мають стосунок до виселення громади ПЦУ з кафедрального собору святих рівноапостольних князів Володимира і Ольги в тимчасово окупованому Росією Сімферополі».
«Росія незаконно привласнила і розпоряджається майном кримської громади ПЦУ в окупованому нею українському Криму, продовжує безсоромно порушувати норми міжнародного права. Такі дії не можуть лишатися безкарними. Окрім національних санкцій, Україна порушуватиме питання посилення санкцій проти осіб, причетних до переслідувань ПЦУ на території тимчасово окупованого Криму у співпраці з міжнародними партнерами», – наголосив Резніков.
Раніше російська влада, яка нині фактично діє в окупованому Криму, ухвалила виселити кафедральний собор святих рівноапостольних князів Володимира і Ольги Православної церкви України в Сімферополі з будівлі, яку він займає, і це рішення підтвердили підконтрольні Москві кримські суди і апеляційні інстанції вже в Росії. Крім того, ПЦУ приписано знести свою каплицю в Євпаторії, яку почали будувати ще до окупації 2014 року з українськими дозвільними документами, яких підконтрольна Москві влада не визнає. Крім того, створене Москвою в Криму міністерство юстиції вже не раз відмовляло в реєстрації української православної парафії на окупованому півострові. President Donald Trump is asking the Supreme Court to allow him to block critics from his personal Twitter account. The administration said in a high-court filing Thursday that Trump’s @realdonaldtrump account with more than 85 million followers is his personal property and blocking people from it is akin to elected officials who refuse to allow their opponents’ yard signs on their front lawns. “President Trump’s ability to use the features of his personal Twitter account, including the blocking function, are independent of his presidential office,” acting Solicitor General Jeffrey Wall wrote in urging the justices to review the case. The federal appeals court in New York ruled last year that Trump uses the account to make daily pronouncements and observations that are overwhelmingly official in nature. It held that Trump violated the First Amendment whenever he blocked a critic to silence a viewpoint. A decision about whether even to hear the case is not likely before the November election. The case grew out of a challenge brought by the Knight First Amendment Institute at Columbia University, which sued on behalf of seven individuals blocked by Trump after criticizing his policies. Jameel Jaffer, the Knight Institute’s executive director, said the justices should decline to take up Trump’s appeal. “This case stands for a principle that is fundamental to our democracy and basically synonymous with the First Amendment: government officials can’t exclude people from public forums simply because they disagree with their political views,” Jaffer said in a statement. The administration argued in its appeal that the Supreme Court, not lower courts, “should decide where to draw the line between the President’s personal decisions and official conduct.” The pace of the case was slowed by the coronavirus pandemic as well as Trump’s decision to ask the full 2nd U.S. Circuit Court of Appeals to review the ruling by a three-judge panel. The court refused to do so by a 7-2 vote in March. Two Trump appointees, Judges Michael H. Park and Richard J. Sullivan, were the only members of the court to side with the president. The Supreme Court extended its deadline to file an appeal from 90 days to 150 days when it shut the building to the public and abandoned in-person meetings in favor of telephone conferences because of the virus outbreak.
