В Організації з безпеки і співпраці в Європі знову висловили глибокий жаль через рішення України не допускати до спостереження за президентськими виборами спостерігачів із Росії, яка в українському законодавстві визначена як держава-агресор.
Як заявив міністр закордонних справ Словаччини Мірослав Лайчак, який нині головує в ОБСЄ, під час зустрічі з головою МЗС України Павлом Клімкіним у Брюсселі, держави-учасниці ОБСЄ зобов’язалися запрошувати спостерігачів із інших держав-учасниць. «Я й далі переконаний, що ненадання акредитації всім спостерігачам Бюро демократичних інституцій і прав людини ОБСЄ не відповідає зобов’язанням у рамках ОБСЄ і відтак не відповідає інтересам ОБСЄ, України чи її народу», – наводить слова Лайчака прес-служба організації.
За словами Лайчака, в ОБСЄ розраховують на «конструктивну співпрацю» Києва з цією організацією.
Він також додав, що має намір обговорити становище в Україні і навколо неї з міністром закордонних справ Росії Сергієм Лавровим наступного тижня в Москві.
Павло Клімкін іще не коментував нинішніх слів Мірослава Лайчака.
Але за кілька годин до їхньої зустрічі український міністр написав у фейсбуці: «Російська агресія проти України ще досі сприймається багатьма як драматичне кіно, яке вони дивляться із своєї комфортної диванної реальності».
Зустріч Лайчака і Клімкіна відбулася напередодні обговорення становища в Україні на Раді ЄС із закордонних справ, що відбудеться у Брюсселі 18 лютого.
За повідомленням МЗС України, того ж дня, 18 лютого, в рамках робочого візиту до Брюсселя Павло Клімкін візьме участь у неформальній міністерській зустрічі у форматі «Друзі України в ЄС + Україна», яка відбудеться за ініціативою міністра закордонних справ Данії Андерса Самуельсена. Ця зустріч відбудеться перед засіданням Ради ЄС із закордонних справ 18 лютого, на якому буде обговорена ситуація в Україні.
«Метою неформального засідання «Друзі України в ЄС + Україна» є підготовка до змістовної дискусії щодо України під час засідання Ради ЄС, спрямованої на консолідацію міжнародної підтримки у контексті посилення санкційного тиску на Росію з метою звільнення українських моряків та політв’язнів, відновлення вільного судноплавства в акваторії Азовського моря та припинення російської військової агресії проти України. Міністри також обговорять питання надання підтримки Приазов’ю, досягнутий Україною прогрес у реалізації ключових реформ та спільні зусилля для захисту цілісності виборчих процесів в ЄС та Україні у 2019 році», – повідомили в українському міністерстві.
В ОБСЄ вже кілька разів закликали переглянути рішення України про недопуск громадян Росії до спостереження за виборами.
Павло Клімкін у відповідь вкотре заявив 8 лютого, що офіційним спостерігачам від Росії як держави-агресора «не місце у спостереженні за виборами у країні, яка є жертвою такої агресії». «Навіть намагатися припустити це є політично, морально і юридично неправильно. Крапка», – написав Клімкін у твітері.
Так він відреагував на попередню розмову з Лайчаком того ж дня, в перебігу якої нинішній голова ОБСЄ вже висловлював жаль із приводу рішення Верховної Ради України заборонити російським спостерігачам працювати на президентських виборах, у тому числі у складі місії від ОБСЄ.
Попереднього дня, 7 лютого, Верховна Рада України ухвалила закон, що доповнює закони про вибори президента України, про вибори народних депутатів України і про місцеві вибори приписом, відповідно до якого «офіційним спостерігачем від іноземних держав, міжнародних організацій не може бути: 1) особа, яка є громадянином (підданим) держави, визнаної Верховною Радою України державою-агресором або державою-окупантом; 2) особа, пропозиції щодо якої ініційовано або внесено державою, визнаною Верховною Радою України державою-агресором або державою-окупантом».
Попри це і попри попередню відмову Києва акредитувати спостерігачів-росіян у довгостроковій спостережній місії БДІПЛ ОБСЄ, в організації заявили, що знову подадуть кандидатури росіян до складу короткострокової місії.

Прем’єр-міністр Японії Сіндзо Абе минулої осені номінував президента США Дональда Трампа на здобуття Нобелівської премії миру, повідомляє японська газета Asahi з посиланням на джерело в японському уряді.
За повідомленням, американські офіційні особи після зустрічі Трампа з лідером КНДР Кім Чен Ином попросили Абе висунути кандидатуру президента США.
Офіційно МЗС Японії не підтвердило і не спростувало цю інформацію, Білий дім також не давав коментарів.
15 лютого президент США заявив, що японський прем’єр висунув його кандидатуру, оцінивши його зусилля з налагодження діалогу із Північною Кореєю. Трамп тоді сказав, що отримав від Абе копію листа до Нобелівського комітету про висунення його кандидатури.
При цьому Трамп визнав, що «мабуть, не отримає» премію.
За правилами Нобелівського комітету, лідери держав мають право висувати кандидатури на здобуття премій. При цьому інформацію про те, хто був висунутий і ким, опублікують лише через 50 років після вручення премії.
Нобелівську премію миру 2018 року присудили за зусилля, спрямовані на припинення застосування сексуального насильства «як зброї» під час воєн і збройних конфліктів. Лауреатами цієї премії стали лікар із Конго Дені Муквеге та іракська правозахисниця Надія Мурад.

French prosecutors have opened an investigation Sunday into anti-Semitic comments made by Yellow Vest protesters against a renowned philosopher and intellectual a day earlier.
The Paris prosecutor’s office said Sunday an investigation was launched into “public insult based on origin, ethnicity, nationality, race or religion,” the Associated Press reported. A video broadcast on multiple French news channels shows peple hurling insults such as “dirty Zionists” and “France is ours” at Alain Finkielkraut.
Finkielkraut, 69, told French media that he had approached the protesters, who have held demonstrations in Paris for 14 consecutive Saturdays, out of curiosity. Finkielkraut had initially supported the movement, but called the protests “grotesque” after Saturday’s incident.
French president Emmanuel Macron was among a wide range of politicians who denounced the comments.
“The anti-Semitic insults he has been subjected to are the absolute negation of who we are and what makes us a great nation. We will not tolerate them,” Macron said on Twitter.
The protesters gained their nickname from the fluorescent vests they wear while marching, which are safety vests French drivers are required to keep in their cars.
Protests around the country began November 17 against a planned fuel tax increase. The demonstrations have transformed into protests largely against Macron’s liberal economic reform policies. Macron made tax and salary concessions in December, but protests have continued.
Saturday’s insults came amid reports of a stark increase in anti-Jewish offenses, which police estimate are up 74 percent from last year.
Fourteen political parties, including Macron’s ruling La Republique en Marche, have called for symbolic gatherings next Tuesday to rally against anti-Semitism.

It’s billed as North America’s largest and longest-running auto show, now in its 111th year. The 2019 Chicago Auto Show offers a lineup of nearly 1,000 vehicles occupying nearly 1 million-square-feet of space at the McCormick Place Convention Center.
A special preview for members of the media at the annual show is a chance for manufacturers to show off their latest and greatest products about to enter the market.
What is notable about this year’s event is what some manufacturers aren’t showing off — new sedans.
Customers want trucks, SUVs
“Over 10 years, there has been a consistent movement of customers in the United States and around the world, but even more so in the United States, moving away from sedans and more traditional passenger sedans into more utility vehicles,” said Joe Hinrichs, president of Ford Motor Co.’s Global Operations.
“Nearly 7 out of 10 vehicles sold today are trucks or SUVs in the U.S. market. They like the ride high, the seating height, the utility of the vehicle. And now, we can give them the fuel efficiency that they used to get out of sedans. So, that’s where customers are going.”
All reasons Ford is going the extra mile and planning to invest $1 billion to upgrade its Chicago manufacturing facility, which produces the popular Explorer Sport Utility Vehicle, or SUV — also used as a law enforcement vehicle — and the new Lincoln Mariner luxury SUV.
But while Ford is offering new options for consumers, it is also discontinuing models of the Focus, Fiesta and Fusion cars, ending production later this year.
“We’ve been planning our business to incorporate the expectation that some of those cars will go away,” Hinrichs said. “Then bring in new products to enter the market to supplement some of that volume that was lost so that we can keep our plants full.”
The new family car
“We have the debate a lot about is the compact SUV the new family sedan, and in many instances, you can say yes,” said Steve Majuros, marketing director for cars and crossovers for the General Motors Chevrolet brand. He introduced two new trucks in Chevy’s popular Silverado lineup to media at the auto show.
The prominence, and choices, of SUVs, crossovers and trucks in GM’s current lineup promoted at the auto show stands in contrast to its perennial attraction in recent years, the Chevrolet Volt. Even though it is the top-selling electric plug-in vehicle of all time, sagging sales have led GM to cease production in March.
“Volt was a great product for us,” said Majuros. “(It) had a great run — two generations. But what has happened is as the ability to produce pure electric and the kind of cost configuration and range of what people are looking for, Volt had its time, but was a great stepping stone for us to lead us to the future, which was pure electrification.”
Joining the Volt on the chopping block is the Cruze, a compact car manufactured at GM’s Lordstown Assembly plant in Ohio. Chevrolet does plan to keep making the Malibu midsize sedan and the Bolt all-electric vehicle, among a few other options.
“We’re not abandoning the car market completely,” Majuros assured. “We’re right-sizing our portfolio. We’re reacting to what the consumers are looking for.”
What they are looking for are trucks and SUVs, which made up about 70 percent of the 17 million vehicles sold in the U.S. in 2018, a trend expected to continue this year.

President Donald Trump received an update on trade talks with China on Saturday at his Florida retreat after discussions in Beijing saw progress ahead of a March 1 deadline for reaching a deal.
Trump, at his Mar-a-Lago club, was briefed in person by U.S. Trade Representative Robert Lighthizer, Commerce Secretary Wilbur Ross, White House Chief of Staff Mick Mulvaney and trade expert Peter Navarro, said White House spokeswoman Sarah Sanders. Treasury Secretary Steven Mnuchin, economic adviser Larry Kudlow and other aides joined by phone.
The White House offered no additional detail.
Both the United States and China reported progress in five days of negotiations in Beijing this week, but the White House said much work remained to be done to force changes in Chinese trade behavior.
Shortly after the meeting with his trade team, Trump said on Twitter the talks in Beijing were “very productive.”
At a White House press conference on Friday, he said the talks with China were “very complicated” and that he might extend the March 1 deadline and keep tariffs on Chinese goods from rising.
U.S. duties on $200 billion worth of Chinese imports are set to rise from 10 percent to 25 percent if no deal is reached by March 1 to address U.S. demands that China curb forced technology transfers and better enforce intellectual property rights.
China’s vice premier and chief trade negotiator, Liu He, and Lighthizer are to lead the next round of talks next week in Washington.

State Department spokesperson Heather Nauert on Saturday said she has withdrawn her name from consideration for the post of U.S. ambassador to the United Nations.
In December, President Donald Trump had announced he was picking Nauert to fill the vacancy caused when Nikki Haley stepped down from that position, leaving at the end of 2018.
Media reports said late Saturday Nauert has withdrawn due to complications surrounding her employment of a nanny who was in the country legally, but not legally allowed to work.
According to The Washington Post, the nanny had worked for the Nauerts for 10 years and was paid in cash, but she had not paid taxes. When the family discovered that taxes had not been paid, The Post reported, the Nauerts demanded that the tax bill be paid.
Earlier Saturday, before news of the the nanny complication emerged, Nauert said, in a statement, “I am grateful to President Trump and Secretary (Mike) Pompeo for the trust they placed in me for considering me for the position of U.S. Ambassador to the United Nations. However, the past two months have been grueling for my family and therefore it is in the best interest of my family that I withdraw my name from consideration.
“Serving in the Administration for the past two years has been one of the highest honors of my life and I will always be grateful to the President, the Secretary, and my colleagues at the State Department for their support,” Nauert said in a statement released by the State Department Saturday.
In the statement, Secretary of State Pompeo praised Nauert for performing her duties with “unequalled excellence,” and wished her the best “in whatever role she finds herself.”
In nominating Nauert, Trump said she was “very talented, very smart, very quick. And I think she’s going to be respected by all.”
Broadcast journalist
Nauert joined the State Department in April 2017 after a career in broadcast journalism, first serving under former Secretary of State Rex Tillerson and then under Pompeo. In addition to serving as spokesperson, Nauert also served as acting undersecretary for public diplomacy and public affairs from March to October of this year.
She came to State from Fox News, where she co-anchored Fox and Friends, the morning program that Trump says he watches regularly. The president’s other recent hires from Fox News include White House communications chief Bill Shine and national security adviser John Bolton.
Nauert likely would have faced tough questioning during her Senate confirmation hearings about her apparent lack of diplomatic or policymaking experience.
The Wilson Center’s Aaron David Miller said Nauert had a different profile from past U.S. ambassadors to the United Nations.
“I think Heather Nauert is smart. She is a quick study. She will learn the brief. But, I think it [the U.S. ambassador job] is not going to be what it was under Nikki Haley, which was a serious competitor under a vacuum at the NSC [National Security Council] and at the State Department under Tillerson.”
Miller, who advised several secretaries of state under Republican and Democratic administrations, said Haley took advantage of the “empty space” created by media-averse Tillerson to stake out positions on a whole range of foreign policy issues, and that was not likely going to be the case with Nauert.
Smaller role seen
“Heather Nauert is not going to be a big-time player in the deliberations on substance in the administration,” he said. “I doubt, on an issue like Syria, unless it pertains to the U.N., that the president is going to call her up and say, ‘What do you think?’ ”
Both Trump and Pompeo have been highly critical of the United Nations and other multilateral institutions, with Pompeo noting in a Brussels speech earlier this week that “multilateralism has become viewed as an end unto itself. The more treaties we sign, the safer we supposedly are. The more bureaucrats we have, the better the job gets done.”
During Nauert’s twice-weekly briefings at the State Department and her own trips, she has shown a passion for human rights issues. While serving with Tillerson, Nauert took trips on her own initiative, visiting Myanmar and Bangladesh last year to meet with Rohingya refugees.
She also visited Israel and strongly defended Trump’s controversial decision to move the U.S. Embassy to Jerusalem.
Nauert is a graduate of Columbia University’s Graduate School of Journalism and Mount Vernon College in Washington. The 48-year-old is a wife and mother of two young sons, and was born in Rockford, Ill.

British regional airline Flybmi has gone into administration and canceled all flights immediately, the company said in a statement Saturday, blaming Brexit uncertainty as one of the reasons for its collapse.
A spokesperson for British Midland Regional Ltd. said the company had made the decision because of increased fuel and carbon costs and of uncertainty arising from Britain’s plans to leave the European Union on March 29.
The airline, based in the English East Midlands, operates 17 planes flying to 25 European cities. It employs 376 people in Britain, Germany, Sweden and Belgium.
“We sincerely regret that this course of action has become the only option open to us, but the challenges, particularly those created by Brexit, have proven to be insurmountable,” the company said.
Spikes in fuel and carbon costs had undermined efforts to move the airline into profit.
It added: “Current trading and future prospects have also been seriously affected by the uncertainty created by the Brexit process, which has led to our inability to secure valuable flying contracts in Europe and lack of confidence around bmi’s ability to continue flying between destinations in Europe.”
The airline, which said it carried 522,000 passengers on 29,000 flights in 2018, advised customers with bookings to contact their bank or payment card issuer to obtain refunds.

China on Saturday rejected German Chancellor Angela Merkel’s appeal to join a Cold War-era arms control treaty that the United States accuses Russia of breaching, saying it would place unfair limits on the Chinese military.
Fearing a nuclear arms race between China, Russia and the United States after the collapse of the Intermediate-range Nuclear Forces (INF) Treaty, which the United States is withdrawing from, Merkel made her call for a global treaty.
“Disarmament is something that concerns us all and we would of course be glad if such talks were held not just between the United States, Europe and Russia but also with China,” Merkel told the Munich Security Conference.
Russia and the United States are the signatories to the 1987 INF Treaty that bans land-based missiles with a range between 500 and 5,500 kilometres (300-3,400 miles) and which U.S. President Donald Trump started the six-month withdrawal from this month, blaming Russian violations.
Moscow denies any wrongdoing, but the United States and its NATO allies want Russia to destroy its 9M729 nuclear-capable cruise missile system, which Washington says could allow Russia to strike Europe with almost no warning.
Merkel’s suggestion of involving China in a negotiation is seen by European NATO diplomats as a potential way out of the impasse because a new treaty could address American concerns about a growing military threat from China and Russia.
China ‘doesn’t pose a threat’
But China’s top diplomat Yang Jiechi, who spoke on a panel in Munich, said that Chinese missiles were defensive.
“China develops its capabilities strictly according to its defensive needs and doesn’t pose a threat to anybody else. So we are opposed to the multilateralization of the INF,” he said.
China’s stated ambition is to modernize its People’s Liberation Army by 2035, improve its air force and push into new technologies including very high-speed cruise missiles and artificial intelligence.
Its defense budget grew nearly 6 percent between 2017 and 2018, according to the London-based International Institute for Security Studies (IISS).
Retired Chinese Gen. Yao Yunzhu told delegates a new arms control agreement would work only if it included sea- and air-launched missiles, as well as land, because most of China’s military technology is ground-based and the country would not want to put itself at a disadvantage.
Cheaper to build, more mobile and easier to hide, ground-based rocket launchers are an attractive option to China as it develops its armed forces, experts say, whereas the United States operates more costly sea-based systems to comply with the INF.
“China is traditionally a land power and the Chinese military is a ground force,” Yao said.
“If China is to enter into these kinds of negotiations, I think it ought to be more comprehensive to include not only land-based but also air- and sea-based strike capabilities … and that would be hugely complicated,” she said.

Міністр фінансів України Оксана Маркарова в ефірі Радіо Свобода розповіла, що за останні два роки низка іноземних компаній відкрили в Україні свої підприємства.
Найбільше – на західній Україні, зокрема, у Львівській, Тернопільській та Івано-Франківській областях, наголосила вона.
«Два роки тому ми активно намагалися залучити інвестиції, і нам вдалося у тому ж західному регіоні (утворити – ред.) цілі конгломерати, скажімо, ланцюжки доданої вартості німецької автомобільної промисловості, японська Fujikura, дуже багато менших німецьких компаній, які відкрили свої підприємства. І у них зараз проблема – вони шукають робочу силу. Це нові робочі місця», – зазначила Маркарова.
Посилаючись на дані офісу UkraineInvest, міністр фінансів наголосила, що провідні німецькі автомобілі – Volkswagen чи BMW – містять українські запчастини.
«Зараз практично немає керма німецьких автомобілів, у таких авто як Volkswagen чи BMW, без запчастин, які зроблені в Україні. Тому це дуже… Фактично ці підприємства на західній Україні вже вбудовуються у європейські ланцюжки промисловості», – розповіла Маркарова.
