Shootings Not a Big Factor in First 2018 US Primary

The first primary of 2018 could offer a test of the re-energized gun-control movement, but the issue has not dominated races in gun-loving Texas, even though the state recently endured a massacre that was deadlier than the Florida high school shooting.

The results of the Texas primary on Tuesday might be expected to give some early indication of whether voter attitudes toward weapons have changed in the two weeks since a gunman killed 17 people at Marjory Stoneman Douglas High School in Parkland, Florida. But that now seems less likely because the attack has not emerged as a decisive factor in the final stages of the Texas campaign. The state has some of the most relaxed gun laws in the U.S. and hosts the National Rifle Association’s national convention in May.

“It’s hard. Texas is hard,” said Elva Mendoza, a leading Texas organizer with Moms Demand Action for Gun Sense in America.

Republicans on the ballot have not softened on gun rights, and Texas Democrats are still heavily focused on other issues, such as immigration, while much of the rest of their party mounts its strongest push in years for tighter restrictions on firearms.

The Florida assault spurred Mendoza’s group to survey candidates nationwide on gun-control measures before Election Day in November. But those results will not be ready for the Texas primary because of the early vote, which comes two months before primary elections really kick off in the U.S.

Even before the Florida shooting, Texas candidates were not talking about the even worse massacre that happened in their own backyard just four months ago. A gunman with an AR-15-style rifle shot and killed 25 people at a rural church in tiny Sutherland Springs. Authorities put the official toll death at 26. One of the victims was pregnant, and more than half of the dead were children.

Running for a congressional seat just an hour from Sutherland Springs, Republican Jenifer Sarver doesn’t recall getting a single question about the Second Amendment before the Florida massacre. She said Thursday that now “not a day goes by” where it doesn’t come up. But she is skeptical of the idea that voters will cast ballots solely on the gun debate.

“It’s not likely this is going to be a bellwether on one specific issue,” Sarver said.

Sutherland Springs is represented by Rep. Henry Cuellar, one of just a handful of Democrats in Congress who received money from the National Rifle Association in 2016. His South Texas district stretches to the Mexico border and is dotted with hunting ranches.

Cuellar said Thursday that he hasn’t been confronted by activists or constituents on guns since the Florida shooting. He said the same was true after the Sutherland Spring massacre.

“I didn’t get any, `Hey, you got to get rid of arms,”‘ said Cuellar, who has previously touted his NRA endorsement in ads. He will coast through next week’s primary without an opponent.

Texas has more than 1 million residents who are licensed to carry handguns. Since the 2012 shooting of an elementary school in Newtown, Connecticut, Texas has expanded gun rights by making it cheaper and easier to get licensed and allowing handguns into college classrooms and dorms.

President Donald Trump is looking at Texas as a possible model for his proposal to arm teachers in the wake of the Florida shooting. After the slayings in Sutherland Springs, Texas Attorney General Ken Paxton said more guns were needed in churches.

In a handful of GOP-held congressional districts that Democrats are targeting in November, guns have not broken through as key issues.

“It can be inflammatory in a way that might backfire on them. There are riper political arguments to make about immigration or about Donald Trump’s lack of inclusion than about guns,” said Brandon Rottinhaus, a political science professor at the University of Houston.

Democratic Rep. Beto O’Rourke, who is mounting a longshot bid to unseat Republican Sen. Ted Cruz, has gone further than other Democrats in calling for a ban on assault rifles like those used in both the Florida and Sutherland Springs attacks.

“If it means we’re not as viable in the election, so be it,” the told voters in the West Texas town of Brownwood.

Згідно із законодавством, перед початком першого раунду голосування кандидат на посаду голови Каталонії повинен з’явитися в парламент, щоб представити свою програму і взяти участь у дебатах. Дистанційної присутності за допомогою відеозв’язку регламент не передбачає.

Пучдемон заявив про намір у вигнанні відновити свої повноваження як керівника Каталонії. Мадрид наполягає, що керувати Каталонією з-за кордону буде «незаконно».

Дострокові вибори в парламент Каталонії призначили після того, як регіон оголосив про незалежність за підсумками місцевого референдуму в жовтні минулого року. Мадрид назвав голосування незаконним і ввів в Каталонії пряме правління.

Україна направила ноту ЄС через відмову Росії виконувати рішення Стокгольмського арбітражу – Зеркаль

Україна надіслала ноту ЄС, в якій попередила про відмову Росії виконувати рішення Стокгольмського арбітражу щодо компенсації за недопоставлені «Газпромом» обсяги газу для транзиту, повідомила заступник міністра закордонних справ України Олена Зеркаль.

«Сьогоднішні дії «Газпрому» щодо невиконання своїх договірних зобов’язань та відмова виконувати рішення Стокгольмського арбітражу є загрозою виникнення надзвичайної ситуації у постачанні газу до України та ЄС. «Газпром» вкотре доводить свою недоброчесність. І, як завжди, намагається підставити Україну. Не вийде», – написала Зеркаль на сторінці у Facebook.

Вона уточнила, що ноту ЄС про застосування механізму раннього попередження кризових ситуацій в енергетиці надіслали відповідно до однієї зі статей Угоди про Асоціацію.

«Ініціюємо тристоронні переговори у форматі Україна-ЄС-Росія щодо забезпечення стабільності постачання газу в Україну та ЄС. Історія 2009 року не повториться. Стокгольм, Угода про асоціацію та реформа ринку газу остаточно змінили парадигму відносин з Росією у газовій сфері. Шантаж більше не працює», – додала Зеркаль.

28 лютого компанія НАК «Нафтогаз України» повідомила про перемогу в Стокгольмському арбітражі над російським газовим монополістом, компанією «Газпромом» у суперечці щодо компенсації за недопоставлені «Газпромом» обсяги газу для транзиту. «Газпром» заявив про незгоду з рішенням Стокгольмського арбітражу.

У компанії «Укртрансгаз» сьогодні заявили про низький тиск у магістральних газопроводах на вході в українську ГТС, а падіння тиску на вході системи ускладнює його транзит і споживання. За даними компанії, тиск у транзитних магістральних газопроводах 1 березня впав до найнижчих за цей рік значень – 50,3 кгс/см2. Тоді, як транзитний контракт передбачає, що Росія має забезпечувати тиск на вході не менше ніж 60 кгс/см2. Російська сторона наразі це не коментувала.

US Markets Fall on Steel, Aluminum Tariffs Announcement

U.S. stocks sank in another dizzying day of trading Thursday after U.S. President Donald Trump promised stiff tariffs on imported steel and aluminum, worrying investors about possible retaliation by other countries.

The Dow Jones industrial average fell 420.22 points, or 1.68 percent, to 24,608.98, the S&P 500 lost 36.16 points, or 1.33 percent, to 2,677.67 and the Nasdaq Composite dropped 92.45 points, or 1.27 percent, to 7,180.56.

Trump said his administration would impose a 25 percent tariff on steel imports and a 10 percent tariff on aluminum.

The news took Wall Street by surprise and caused concerns in the markets for companies that rely on aluminum and steel. Shares of Boeing fell 3.5 percent, General Motors dipped 4 percent and Ford dropped by 3 percent.

Large technology companies also suffered, including Apple and Google-parent Alphabet, which fell about 2 percent or more.

But steelmakers rose, with U.S. Steel rising 5.8 percent and Nucor gaining 3.3 percent. Century Aluminum advanced 7.5 percent.

If the tariffs result in higher prices on steel and aluminum, companies that rely on those products may have to pass on some of the costs to consumers. That raises the specter of creeping inflation.

Concerns about trade come at an already shaky time on Wall Street. The S&P 500 and Dow fell about 4 percent in February, their worst month in two years. Fears about inflation and soaring bond yields caused a surge in volatility, including two 1,000-point plunges for the Dow.

Powell’s remarks

Stocks had mostly traded lower before Trump’s announcement. Federal Reserve Chairman Jerome Powell tried to temper remarks he made on Tuesday that raised concerns about the potential for four interest rate hikes this year rather than the Fed’s forecast of three, but New York Fed President William Dudley, speaking in Sao Paulo, Brazil, was a bit more pointed

and said four rate hikes would be “gradual.”

But investors said it was the tariff issue that drove the market in its afternoon selloff.

“The risk to imparting these tariffs is that it invites a retaliatory response from our trading partners and particularly China,” said Mark Luschini, chief investment strategist at Janney Montgomery Scott in Philadelphia.

Declining issues outnumbered advancing ones on the NYSE by a

1.47-to-1 ratio; on Nasdaq, a 1.42-to-1 ratio favored decliners.

The S&P 500 posted two new 52-week highs and 25 new lows; the Nasdaq Composite recorded 43 new highs and 100 new lows.

About 9.0 billion shares changed hands on U.S. exchanges. That compares with the 8.4 billion daily average for the past 20 trading days.

Trump: US Will Impose Steel, Aluminum Tariffs Next Week

President Donald Trump announced Thursday the United States will impose steep tariffs on steel and aluminum imports.

Trump said tariffs of 25 percent on steel and 10 percent on aluminum imports will be in effect for a long period of time. He said the measure will be signed “sometime next week.”

In a Twitter post earlier Thursday, Trump said that “Our Steel and Aluminum industries (and many others) have been decimated by decades of unfair trade and bad policy with countries from around the world.”

At the Thursday meeting, Trump said the NAFTA trade pact and the World Trade Organization have been disasters for the United States. He asserted “the rise of China economically was directly equal to the date of the opening of the World Trade Organization.” 

Trump told officials from steel and aluminum companies that the United States “hasn’t been treated fairly by other countries, but I don’t blame the other countries.”

Without more details about which countries will be affected by the tariffs, it is difficult to gauge their impact.

In 2017, Canada, Brazil, South Korea and Mexico accounted for nearly half of all U.S. steel imports. That year, Chinese steel accounted for less than 2 percent of overall U.S. imports.

Trump emphasized his respect for Chinese President Xi Jinping, and said he told Xi when visiting China, “I don’t blame you, if you can get away with almost $500 billion a year off of our country, how can I blame you? Somebody agreed to these deals. Those people should be ashamed of themselves for what they let happened.”

Xi’s top economic adviser, Liu He, is set to visit the White House on Thursday to meet with top administration officials, including Treasury Secretary Steven Mnuchin, U.S. Trade Representative Robert Lighthizer and Trump’s chief economic adviser Gary Cohn.

A White House official speaking on condition of anonymity told Reuters that they expect a “frank exchange of views” and will focus on “the substantive issues.”

Ryan Hass, a fellow in the Foreign Policy program of the Brookings Institution, told VOA that, in the best-case scenario, Liu’s visit will assure both sides that “they are committed to solving underlying problems in the bilateral trade relationship.” Hass noted, “In such a scenario, both sides would agree on the problems that need to be addressed, the framework for addressing them, and the participants and timeline for concluding negotiations.”

Hass said if Liu’s visit fails to exceed the White House’s expectations, then the probability of unilateral U.S. trade actions against China will go up. “If the U.S. takes unilateral actions, China likely will respond proportionately, and that could set off a tit-for-tat cycle leading to a trade war,” he said.

За цими повідомленнями, у «Газпромі» вказали, що «за підсумками такого вердикту виникла дисбаланс у відносинах з «Нафтогазом» щодо постачання і транзиту газу. «В компанії пообіцяли захищати свої права всіма законними способами», – ідеться в повідомленнях.

«З урахуванням раніше присудженої на користь «Газпрому» суми за контрактом на поставку арбітри зробили залік зустрічних вимог, за підсумками якого «Газпром» зобов’язаний заплатити «Нафтогазу» 2,56 мільярда доларів», – вказано в заяві «Газпрому», яку цитує «РИА Новости».

Офіційний сайт «Газпрому» ще жодним чином не коментував рішення, оприлюднене ввечері 28 лютого.

Президент України Петро Порошенко назвав історичним рішення Стокгольмського арбітражу у справі «Нафтогаз» проти «Газпрому». Про це, як інформує Адміністрація президента, він сказав під час зустрічі з командою НАК «Нафтогаз України».

«Сьогоднішнім рішенням Стокгольмського арбітражу Україна виграла 4 мільярди 600 мільйонів доларів США. З цих коштів будуть сплачені газ, який споживався нами в дуже важкому 2014 році. І до бюджету державної компанії НАК «Нафтогаз України» буде зараховано 2 мільярди 560 мільйонів доларів США», – наголосив Порошенко.

Голова правління НАК «Нафтогаз України» Андрій Коболєв вказав, що українська компанія планує найближчим часом запропонувати «Газпрому» розпочати переговори про перегляд контракту з урахуванням рішення арбітражу.

Germany Says Its Government Computers Secure After ‘Isolated’ Hack

Germany said Wednesday that hackers had breached its government computer network with an isolated attack that was brought under control and that security officials were investigating.

A spokesman for the German Interior Ministry said the affected government agencies had taken appropriate measures to investigate the incident and protect data.

He did not comment on German media reports that the attack had been launched by Russian hacker group APT28, which attacked the German parliament in 2015, and had resulted in the loss of data from the defense and foreign ministries.

“The attack was isolated and brought under control within the federal administration,” which manages government computer networks, the spokesman said in a statement.

He said authorities were addressing the incident “with high priority and significant resources”. The spokesman said he could give no further details immediately because of security and analysis measures that were still under way.

German opposition lawmakers demanded that government officials provide a detailed accounting of the incident, angry that they had learned of it through media accounts.

Dieter Janacek, a Greens lawmaker and head of the parliamentary committee on digital affairs, told the Berliner Zeitung newspaper that the latest incident amounted to “a form of warfare against Germany” and raised serious concerns about the security of government networks.

German security sources said authorities had been aware of the incident for some time, but denied media reports that the defense ministry and the German military had been affected.

Political risk

Both the German parliamentary committee that oversees the intelligence agencies and the digital committee scheduled extraordinary meetings to discuss the attack Thursday, according to parliamentary sources.

Defense Minister Ursula Von der Leyen declined to comment about the reports during an appearance in London.

News of the attack on German government computers came after repeated warnings by German intelligence officials about possible meddling by Russia in last year’s federal election.

The head of the German domestic intelligence agency last year said such attacks had not occurred, but the risk of interference remained until a new government was in place.

Germany’s Social Democrats are voting by postal ballot on an agreement to form another “grand coalition” with Chancellor Angela Merkel’s conservatives, with the results to be made public Sunday. If they reject the tie-up, Germany could face new elections or the formation of a minority government for the

first time in its postwar history.

Western governments and security experts have linked the hacker group known as APT28, or Fancy Bear, to a Russian spy agency, and have blamed it for an attack on the Democratic National Committee ahead of the 2016 U.S. elections.

German officials have also blamed APT28 for the May 2015 hack of the German lower house of parliament, the Bundestag, and other cyberattacks aimed at political groups, Merkel and other individuals, and other institutions.

Moscow has previously denied in any way having been involved in cyberattacks on the German political establishment.

Top German intelligence officials have urged lawmakers to give them greater legal authority to “hack back” in the event of cyberattacks from foreign powers.

Рішення за ініціативи демократа Джин Шахін та республіканця Тома Тілліса ухвалили після коментарів президента США Дональда Трампа, які викликали у деяких членів НАТО сумніви щодо прихильності США альянсу.

«Зараз, як ніколи, вкрай важливо, щоб Сполучені Штати тісно співпрацювали з НАТО, щоб реагувати на постійно мінливі загрози західним демократіям, особливо з Кремля», – сказала Джин Шахін.

Спостережна група НАТО, що вже створювалася Сенатом близько десяти років тому, відповідатиме за посилення нинішніх контактів альянсу із Конгресом, сказала Шахін.

Дональд Трамп неодноразово критикував членів НАТО за невиконання зобов’язань щодо оборонних витрат. Аналітики заявляли, що таким чином він поставив під сумнів найважливіший постулат альянсу про те, що напад на одного члена вважається нападом на усіх інших.

Росія давно вважає НАТО загрозою і реліквією Холодної війни, а також активно виступає проти посилення НАТО на східному фланзі.
